Mayor Saul stated that this meet-
ing is called for the purpose of de-
ciding what license to charge Carnival
companies to show in the city.
Mr, Bernard and Mr. Dodson, rep-
resenting different Carnival compa-
nies, addressed the Council relative to
their shows.
Ald. Frith moved that the license
fee be $100.00 per week.
Carried by the following vote:
Yeas - Andresen, Frith, Hird, Leist,
McLaughlin.
Nays - -Ald. Strobel.
Obsent -Ald. Plamondon.
On motion of Ald. Frith, the Har-
bor Master was instructed to collect
$200.00 from Mr. Rankin which was
paid to him by the Northern Steam-
boat Co. for rent of the municipal
dock.
On motion of Ald. Andresen, the
Board of Health was instructed to
have a meeting at 2:00 p. m., July
3rd, 1918.

viewing the grounds for a site for a
new detention hospital as instructed.

posed sites near Mt. Carmel and at

Dr. A M. Loes, having been called
before the board, in regard to the
case of the death of Bernard Kipp,
caused by infantile paralysis, stated
that he did not report same because
the symptoms did not show the case
was infantile paralysis until near
death.
On motion of Ald. Andresen, the
clerk of the Board of Health, John
Stuber, was instructed to notify City
Attorney Czizek of all contagious dis-
eases that are not reported immedi-
ately by the doctors.
City Attorney Czizek addressed the
Board, stating that when a house is
under quarantine, nobody is allowed
to go to or from the place and that
the sanitary officer has full power to
enforce this law.
Sanitary Officer Newman reported
that he found the private sewer at
the property of Bradley & McClay's
on West Sixteenth street, in an un-
sanitary condition.
On motion of Ald. Andresen, the
clerk of the Board of Health was in-
structed to notify Bradley & McClay
to abate the nuisance at once.
Miss May Reeder addressed the
Board in regard to contagious dis-
eases, especially infantile paralysis,
stating that there were two cases on
Dodge street that had not been re-
ported by the doctors.
On motion of Ald. Andresen, the
clerk of the Board of Health, was in-
structed to notify Dr. Chas. Palen to
investigate the report.
The clerk of the Board of Health
was instructed to send to the state
board of health for leaflets relative
to infantile paralysis.
Also to report all cases of said dis-
ease to the secretary of the state
board of health. Also to mail a let-
ter to every doctor in the city stating
their duties to the board of health,
and also defining duties of sanitary
officer in regard to quarantined
premises.
On motion of M. M. Hoffman, the
Dubuque Casket Co. was notified to
connect property at 1734 Washing-
ton street a ith sanitary sewer within
30 days.
Ald. Andresen moved to adjourn.

Dear Sir: You are hereby notified
that as Clerk of the Board of Health
I am instructed to notify all physi-
cians to report at once on proper
blanks furnished for that purpose all
contagious diseases, or suspicious
cases, especially infantile paralysis.
Also no physician has the authori-
ty to give permission to any person
or persons to either enter or leave a
house that is quarantined.
I am also instructed to notify the
city attorney of all cases of neglect
to report a contagious disease at
once, and same will be prosecuted
according to law.

Gentlemen: The Board of Health
met in regular session July 7, 1918.

M. M. Hoffman moved that all
theaters and Sunday schools be clos-
ed until the epidemic of infantile
paralysis is abated. Carried.
City Attorney Czizek addressed the
board and offered the following:
The following rules must be com-
plied with by all persons to whom
they apply. Any person who fails to
comply strictly with these rules will
be prosecuted to the limit and upon
conviction, will be fined not less than
$100 and. costs, or be imprisoned for
31) days.
READ THESE CAREFULLY.
1. Every owner, tenant and occu-
pant of any building within the City
of Dubuque shall keep such building,
together with the alleys adjoining the
same, in a clean and wholesome con-
dition and free from filth, stagnant
water and other unsanitary conditions
which tend to promote or cause dis-
ease.
2. No privy vault, water closet or
cess pool shall be constructed or
maintained within 250 feet of a pub-
lic sewer, unless connection be made
with such sewer.
3. It is the duty of every person,
be he tenant or owner of property,
to provide, keep and cause to be used
an iron or galvanized can with a
tight cover for the purpose of placing
therein garbage, slops, decayed vege-
tables, and kitchen off -fall, and this
can must be placed in such a position
that the contents thereof can be re-
moved by the garbage collector.
4. No person is permitted to place
manure or other waste matter in an
alley or street.
5. No person is permitted to throw
wash or slop water into a street, gut-
ter or alley.
6. No person is permitted 10 depos-
it waste matter of any kind upon pri-
vate lots which have heretofore been
used as dumps, and any owner of any
property within the limits of the City
of Dubuque who permits any property
owned by him to be used as a dump-
ing ground for manui e, waste matter,
tin cans, or of any other substance
which produces offensive smells or
causes an unsanitary condition to ex-
ist, shall be prosecuted and all such
places must be immediately aban-
doned.
7. Stables stalls and lots upon
which horses, cows or other domestic
animals are kept must be maintained

in a clean and sanitary condition and
free from all offensive odors.
8. No person is permitted to keep
any substance upon his property
which will cause flies to gather, or
which may become a breeding place
for insects of all kinds.
9. These rules, being of immediate
importance, must be complied with
and any violation of them will be fol-
lowed by severe punishment.

Ald. Andresen, the petition was re-

Petition of Edward Muntz, ask-
ing the City Council to allow him
the sum of $290.00 for land claimed
to have been taken off his property
when South Alta Vista street was
opened, presented and read. On
motion of Ald. McLaughlin, the pe-
tition was referred to the commit-
tee of the whole to view the
grounds.
Certificate of library tax levy, by
the Board of Library Trustees, de-
termined and fixed the rate of li-
brary tax for the ensuing year at
1 /2 mills on the dollar of the taxable
valuation of the city, presented and
read. On motion of Ald. Andresen,
the certificate was - referred to the
committee of the whole.
Petition of Citizens State Bank,
asking the City Council to accept
the sum of $5,160.43 for full settle-
ment of all taxes against said bank,
claiming they were over assessed
$1,099.03, presented and read. On
motion of Ald. McLaughlin, the pe-
tition was referred to the commit-
tee of the whole and the city re-
corder was instructed to notify the
bank to prepare a sworn statement,
stating the amount of all the City
Water Works Bonds held by said
bank since the year 1909, until said
bonds were out of existence.
Communication of the Key City
Gas company, in phamphlet form,
stating the relative increase in pro-
duction of gas, presented and read.
On motion of Ald. Andresen, the
communication was referred to the
committee of the whole.
Petition of the sewer gang, ask-
ing the City Council to grant them
an increase in wages from $2.50 per
day to $3.00, presented and read.
On motion of Ald. McLaughlin, the
petition was referred to the com-
mittee of the whole.
Petition of J. W. Lawler, com-
mittee clerk, asking the City Coun-
cil to grant him a leave of absence
covering a period of time he is re-
quired in the service of the United

Ald. Leist moved to grant the pray-

Communication of C. H. Reynolds
relative to the bonds of Nesler and
Hammel and Mullen Bros., stating
the premiums have been paid and
said bonds are in force until further
notice, presented and read. On mo-
tion of Ald. McLaughlin, the com-

Notice of claim for damages, by

Know All Men By These Presents,
Whereas E. C. Keating, proprietor
of the Keating drug store, of the
City of Dubuque, Iowa, is desirous
of receiving permission from the
City Council to place a gasoline fill-
ing station on sidewalk in front of
the E. C. Keating drug store, 385
West Fifth street, in said city, and
connect a curb pump with said
tank at said place;
Now, therefore, in consideration
of the permission granted by the
City Council to place said gasoline
filling station on the sidewalk in
front of the Keating drug store, 385
West Fifth street, E. C. Keating',
proprietor of the Keating drug
store, agrees, and by these Presents
does agree, to maintain Said gaso-
line filling station ih a eareftil and
safe manner; and

Agreed That E. C. Keating, proprie-
tor of the Keating drug store, shall
alone be responsible for and pay
any and all damages that may grow
out of any injuries sustained by any
person or which may happen to any

any court of Law or Equity.
The signing of this stipulation
shall be deemed an acceptance of
the conditions thereof.

Gentlemen: While engaged in
his usual employment, C. Ganten-
bein, who at the time was ward
foreman in the Fifth ward, sustain-
ed injuries which made it necces-
sary for him to call to his assist-
ance the aid of a physician. Under
the Workmen's Compensation Act
we are obliged to pay that bill. Dr.
A. H. Blocklinger was the attending
physician, and he has furnished me
with the bill in the sum of forty -
seven dollars ($47.00). I attach
the bill to this report and recom-
mend that the same he paid and
that a warrant be drawn in favor of
Dr. A. H. Blocklinger covering the
same and the treasurer instructed
accordingly.

Gentlemen: The undersigned,
committee on claims and city at-
torney, to whom was referred the
claim for damages of J. C. McDon-
old in the sum. of $7,500 for per-
sonal injuries sustained by him on
January 14, 1918 ,on account of a
fall on the sidewalk near the front
of what is known as the Wales ho-
tel property, respectfully report
that we have examined said claim
and recommend that settlement be
made in the sum of $100.
If this recommendation should
meet with your approval we re-
quest that a warrant' be drawn in
the sum of $100 in favor of J. C.
McDonald, and the "treasurer In-
structed accordingly.

To the Honorable Mayor and Coun-
cil of the City of Dubuque:
Gentlemen: On June 5, 1918,
you referred to me the notice of the
Murphy Insurance company to the
effect that the excavation bond of
H. J. Levan had terminated and so
far as that company was concerned,
they were no longer surety upon
Mr. Levan's bond. I don't know
why this communication was re-
ferred to me and I am therefore re-
turning the same with the recom-
mendation that the communication
be placed on file in the office of the
recorder and Mr. Levan notified not
to do any more excavation until he
has furnished a new bond.
The bond of W. H. Cullen, city
engineer, was also referred to me
for examination. I beg to advise
you that I find the bond proper in
form but the same should not be
approved until Mr. Cullen has sign-
ed the oath attached to said bond,
and when that is done the bond
may be approved.
Also the renewal certificate on
behalf of Linehan & Molo, as
plumbers, in the sum of $500 was
referred to me and I find their
bond is still enforced and in effect.

parcels of real estate subject to as-
sessment for said improvement and
file the same in the office of the city

of said assessment as required by
ordinance.

Notice in Relation to Noxious
Weeds.
Every owner, agent, trustee, ten-
ant or other person having the con-
trol of lots or parcels of real estate
in the City of Dubuque, Iowa, is
hereby notified that the permitting'
of noxious weeds growing to seeds
on such lots or parcels of real es-
tate or on the walks abutting same
is forbidden by ordinance of Said
city, and should any owner, agent,
trustee, tenant or other person hav-
ing control of lots or parcels of real
estate fail to neglect to destroy such
noxious weeds before the 1st day of
August, 1918, the City of Dubuque
will cause such noxious weeds to be
destroyed and assess the property
whereon such weeds are allowed to
grow at the rate of 50 cents per
hour for the time required to do the
work of destroying same.

his seat at 8:25 p. m.
Petition of C. P. Mettel et. al.
asking the City Council to repair the
crossing at the north end of the alley
which runs from Kaufman avenue
to Heart street, and the crossing on
the north end of Francis street, pre-
sented and read. On motion of Ald.
Andresen the petition was referred
to the 5th Ward Alderman with
power.
Communication of the C. M. & St.
P. R. R. Co., stating that ,they had
completed their crossing at Rhom-
berg avenue and there should be a
drainage system put in, also stated
there should be a drain at 9th ave-
nue, presented and read. On motion
of Ald. Leist the communication was
referred to the Committee of the
Whole to view the grounds, and pro..
der authorities notir'ec to be present.
Communication of the Dubuque
Automobile Club suggesting that no
automobiles be allowed to be parked
on Eighth street, between Main and
Iowa streets presented and read. Ald.
Frith moved to refer the communi-
cation to the Committee of the
Whole.
Ald. McLaughlin amended Ald.
Frith's motion, offering as a substi-
tute motion the following. That no
automobiles be allowed to park on
Eighth Street between Main and
Iowa Sts.
