Following Weighmaster's report on receipts were presented and read w on motion of Ald. Frith were re- ceived and filed: C. J. McCarthy $10.10 To the Honorable Mayer and Coun- cil of the City of Dubuque: Gentlemen: Hereto attached you will find an Ordinance prepared by me which provided for the destruc- tion of Weeds and noxious grbwths upon the lands and lots within the limits of the City of Dubuque and' prescribes a punishment for the vio- lation of the same. It has been the experience of the City in the past that the system of cutting weeds from lots where they have been p'erniitted to grout is un- satisfactory because the bwners of lots rely to a very large etent upbn the city to do this work and collect- ing therefor by quay of asSessnients, or in a great many instances this assessment is either resisted by the dWner and not paid or it is inade- quate to meet the expense. In this Ordinance, which I have prepared we make it an offense to permit weeds to grow upon property and we prescribe that any person who permits weeds to grow shall be ar- rested and made to pay a fine for every lot where weeds grow. It seems to me that it is the surest and quickest way of handling the situa- tion and one which is authorized by the statute: I sincerely hope that you will see your way clear to pass this Ordi- nance at once so that people will have sufficient notice within which to cut the weeds themselves be- cause the Ordinance provides that weeds shall be cut not later than August 15th: Trusting this will meet with your approval, I F.eg to remain Respectfully yours, M. H. CZIZEK, City Attorney. On motion of Ald. McLaughlin, the report of the city attorney was approved. Ald. McLaughlin offered the fol- lowing: AN ORDINANCE.
