APP~I'iVA! 13F MINI Steve Accinelli made a motion to approve the minutes of the July 28, 2003 meeting. The motion was seconded by John Markham. AYES: All. NAYS: None. OLD BUSINESS: J12. Total revenue passengers are down 21.10% through July 2003 compared to last year at this time· There were 171 charter passengers in July 2003· Duhl~m ~, Air.C:;~.rv nr~ R~-nqr't' In July 2003, the total Jet-A gallons sold were up compared with July 2002. In June 2003, aircraft operations were up 5.82% compared with June 2002. Steve Accinelli asked where the figures for the Aircraft Operations report were obtained. Andy replied the Control Tower gives the airport all the numbers and they do not reflect any activity for the hours when the tower is not Jn operation. Jim stated it was fine to have the report four times avear rather than twice, but he wanted everyone to be aware some large expense items were yeady versus monthly and it could be misleading compared to a normal business financial report. John asked several questions regarding the aging report. The Commission mentioned the spike in contract fuel for July. Andy told them was the Allegiant Charter fuel purchases. Jim O'Neill said his neighbor, who flew on the charter, had very good things to say about the operation. The .......... ~u,, bid for the purchase of the1978 snow blower was received from Trans Iowa Equipment in the amount of $13,500. The lowest bid for the airfield mower was from Roeder Outdoor Power in the amount of $36,775, with alternates of an additional $11,100. The alternates include a cab for the mower because maintenance staff has found it very difficult to hear radio transmission from the Air Traffic Control Tower while mowing the airfield, and a five-foot rotary brush, which would decrease man-hours for snow removal on landside walkways. Using the rotary brush to clean the landside walkways should decrease the amount of sand and salt required and prolong the useful life of the carpets. Steve Accinelli made a motion to sell the 1978 snow blower to the high bidder for $13,500. This was seconded by John Markham. AYES: All. NAYS: None. Steve Accinelli then made a motion to purchase the airfield mower from Roeder Outdoor Power with both options for a total of $47,875.00 and to utilize some of the money received from the sale of the mower to cover the $6,175 line Item shortfall. RI=T PURLIC HI=ARIN~ FOR AMI:::RI~AR RIlII nine- I FARI= John Markham made a motion to approve Resolution No A800-1-03 to Hold a Public Hearing on Proposed Lease with the University of Dubuque and the Dubuque Regional Airport for the Amedcas building on September 22, 2003. This motion was seconded by Steve Accinelli. AYES: All. NAYS: Steve Accinelli announced that he would not participate in the public hearing at the next meeting. APPROVI~= AVI~ATION I=ARFMI:=NT I=OR RIIR~H PROPERTY This item was pulled from the agenda. PRII=RTFR AVIATION Joe Mangi was present at the meeting representing Pdester Aviation. Andy told the Commission that Priester is a nationally known charter operator. The Agreement in front of the Commission would make available to the community a 26 aimraft fleet with a wide range of capabilities. Priester is out of Palwaukee, IL and the Dubuque Jet Center would refer calls to them as the preferred, but not exclusive, charter operator. The Airport would receive 5% of the gross for every charter referred and completed. This motion was seconded by Steve Accinelli. AYES: All. NAYS: None. John Markham welcomed Pdester to the airport on behalf of the Airport Commission. Andy has an agenda for the vadous announcements to promote this service to the community. I1T_ AIRPORT MANA~I=R'.~ RI=PORT · Andy told the Commission he had heard nothing yet on the Small Community Air Service Development Grant. · A General Aviation Task Fome meeting is being set up for next Thursday, no other Task Forces have met in August. Andy introduced Roger Wickman as the new Airport Operations Specialist. Roger has worked for the Airport about two weeks, and comes to the airport with a history of employment with the airlines, security, and the University of Dubuque. · The election of officers will be on the agenda at the September meeting. · The EAA Breakfast will be held on September 7th at the Airport. · Next meeting is September 22, 2003 No comments Bob Boleyn updated the Commission on the new x-ray and walk-through equipment. Jim mentioned he had a chance to see it and it was very impressive. TSA will be adjusting their hours to reflect Americans change in departure schedule to 7:00 a.m. TSA will be doing a comprehensive review of the Airport some time in the future similar to a Part 139 inspection. The Commission said it was about the right number to exempt and not track the very small operators that occasionally use the airport. Steve said the University of Dubuque had set another record student enrollment. They have 18 aimraft presently on the field and will soon take possession of another two aircraft.
