Final Acceptance of the Northwest Artedal Water Main Extension Project
Water Department Manager Bob Green is recommending acceptance of the Northwest
Arterial Water Main Extension Project, as completed by Tschiggfrie Excavating, in the
final contract amount of $891,605.57, which is .44% over the odginal contract price due
to change orders and alignment modifications. It is also recommended that City Council
authorize the final payment to Tschiggfrie Excavating in the amount of $44,580.28.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Final Acceptance of the Northwest Arterial Water Main Extension Project
INTRODUCTION: This memorandum is recommending final acceptance 0fthe
Northwest Arterial Water Main Extension at a final cost of $891,605.57.
DISCUSSION: On October 21, 2002 the City of Dubuque Water Department entered
into an agreement with Tschiggfrie Excavating of Dubuque, Iowa for the installation of
approximately 17,140 feet of 16 inch ductile iron water main along the Northwest
Arterial from the intersection of Highway 20 and proceeding northeast to John F.
Kennedy Road. In addition, this project provides for the installation of approximately
1,400 feet of 12 inch ductile iron water main to be installed along Pennsylvania Avenue
from the Northwest Arterial intersection west to the Pennsylvania Water Tank.
The original bid price for the project was in the amount of $887,683.35. Due to change
orders and alignment modifications resulted in the additional expense to the project in
the amount of $3,922.22 which is an overrun of .44% of the original contract pride. The
additional monies needed to support this expense is available within the approved CIP.
ACTION REQUESTED: Staff and I are requesting your approval and recommendation
to the City Council that they adopt the two resolutions, one approving the project and
one approving the final project cost of $891,605.57 and authorizing final payment to
Tschiggfrie Excavating in the amount of $44,580.28 in accordance with the State of
Iowa Statute.

ACCEPTING IMPROVEMENT
Whereas, the Contract for the Northwest Arterial Water Main Extension
Improvement Project has been completed and the City's Consultant Veenstra & Kimm,
Inc., of West Des Moines, Iowa recommend acceptance of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITYOF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and that
said improvement be accepted.

FINAL ESTIMATE
Whereas, the contract for the Northwest Arterial Water Main Extension
Improvement Project has been completed and the City has submitted the final
estimate showing the cost thereof.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be
$891,605.57 dollars.
Section 2. That the final payment of $44,580.28 be paid to Tschiggfrie
Excavating in accordance with State Statute from funds in the Water Department's
FY '03 ClP Budget.
