Minutes Park & Rec 8 12 03PRESENT: ABSENT: MINUTES APPROVED; VOTE UPDATE ON BUDGET REDUCTIONS: UPDATE ON GOLF RENOVATION STUDY: PARK DIVISION REPORT: PARK AND RECREATION COMMISSION MEETING Tuesday, August 12, 2003 4:30 p.m., in the Carnegie-Stout Public Library, Third Floor Auditorium Tom Blocklinger, Klm Daykin, Gary Harjehausen, Paul Hoffmann, Karen Lyness, and Tom Schrobilgen Chuck Duggan Staff present: Gil Spence, Pat Prevenas and Eileen Trimble It was moved by Harjehausen, seconded by Schrobilgen, to approve the minutes of the July 8, 2003, meeting. The motion passed unanimously. Leisure Services Manager Gil Spence told commissioners what changes in budget were actually going to be implemented. In the Recreation Division: · fees will increase for youth sports, after school sports, play lot and tot lot; · no warming houses for ice rinks; and · CDBG funds will be used to pay the other half of Iow income swim passes. In the Park Division: · no positions will be cut so we will continue with downtown maintenance and mowing at Marshall Park; · fees for pavilions and camping will increase. All ClP projects (except the in-line rink at Allison-Henderson) are on hold until we see what can or can't be funded. Mr. Spence told commissioners that things are moving along. The committee has been very diligent in their work. They met on the course ten days ago and looked at final preliminary plan. Cost estimates will be back for the next meeting on September 3rd. If the complete plan is funded, every green and tee will be rebuilt; 855 yards will be added to the course; increase course to par 70; maintenance building will be moved to different location and the entrance road changed. Commissioners asked if the work would be done nine holes at a time, or close the entire course for the duration of the construction? Will a bond referendum be considered, and if yes, when? Mr. Spence said we're not sure at this point whether the construction will be done all at once or in phases. If a bond referendum is done, it will need 60% approval and the time frame will be whatever is most conducive to passage of the referendum. In the absence of Park Division Manager John Hail, Mr. Spence updated commissioners about roses on Highway 20. We have been studying the roses since spring to determine what happened, and it was determined that the primary cause of the damage was our maintenance practices. There was Roundup drift in the spring and too much of the other two herbicides were used. The fertilizer used, a quick release nitrogen type, was incorrect. Aisc, Japanese beetles ate off any plants that did have flowers. continued August 12, 2003 meeting page two In the spring, we will be taking out every fifth row of plants so we have a walkway for maintenance. Those plants will be kept to replace dead ones. Commissioner Daykin recommended having a "donate a rose day" as a fundraiser. RECREATION DIVISION REPORT: Recreation Division Manager Pat Prevenas updated commissioners: · Most of the summer programs ended August 1st; we had 75 seasonal employees and they did a great job; · Sutton Pool closes this Sunday; attendance at both pools was down nine percent from an average year. · golf rounds in July were similar to last year; couples events have been very successful; the 2-day, 2-man tournament had 248 golfers; golf rounds are down two percent from last year, but the snack bar, pro shop, cart rental and event revenue are all up four plus percent from last year. · fall softball registration deadline is Friday; teen golf league went well this year - 50+ teens involved. · fall brochure is at the printer now and it will be distributed September 2nd. Commissioner Schrobilgen suggested trying a parent/child golf league on Sunday, or an event every other Sunday.
