SUBJECT: Floodwall Recognition Plaque
On June 2, 1997, the City Council approved a petition requesting that the floodwall be
named in honor of U.S. Congressman John C. Culver.
Assistant City Manager Cindy Steinhauser has been working with Dubuque County
Historical Society Development Director Ted Goodmann and representatives from
Senator Culver's family on the appropriate location and wording.
The recommended location is the grassy area on the City-side of the floodwall gates.
The recommended wording is:

Dedicated on the 25th Anniversary
of the completion of the
FLOOD CONTROL PROJECT
May 16, 1998
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Floodwall Recognition Plaque
Introduction
The purpose of this memorandum isto request City Council approval of the wording for
the Senator John C. Culver floodwall recognition plaque.
Discussion
On June 2, 1997 the City Council approved a petition requesting that the floodwall be
named in honor of U.S. Congressman John C. Culver. Senator Culver was instrumental
in obtaining over $17 million dollars for the construction of the floodwall that was
completed in 1973. On May 16, 1998 the Dubuque County Historical Society held a
25th anniversary celebration on honoring the flood control project and the contributions
Senator Culver made locally. Senator Culver and his family participated in the local
events held on May 16, 1998 and this became the recommended date to include on
recognition plaque. Since approval of the petition in 1997 and the ceremony in 1998,
city staff has been working with Ted Goodmann, Development Director for the National
Mississippi River Museum and Aquarium and representatives from Senator Culver's
family to recommend the appropriate location and wording for the recognition plaque.
Based upon these discussions we would like to recommend the following language:

The plaque, which measures 11" x 17", will be made of bronze with a dark blue coating
to match the Riverwalk colors and will be mounted onto a piece of limestone. This will
be located in the grassy area on the city side of the floodwall gates. This area is
scheduled to receive additional landscaping as part of a future capital improvement.
This design and location is also consistent with what was previous approved by the
design review committee.
Action
The requested action is for City Council to approve the location and language of the
John C. Culver recognition plaque.
