Pier Wall Signage and Refuse Collection from Visiting Boats
Administrative Services Manager Pauline Joyce is recommending additional signage at
the transient boat docks along the sheet pile wall at the Mississippi Riverwalk.
Signage would be placed at the sheet pile wall that reads "Public Dock open 7:00 a.m.
to 12:00 a.m.," and on each end of the walkway that reads "Public Boat Dock."
It is further recommended that the visiting passenger boats at the American Trust
River's Edge Plaza be required to have a truck haul their refuse away immediately
instead of leaving a large refuse container there, sometimes overnight.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Pier Wall Signage and Refuse Collection from Visiting Boats
The purpose of this memorandum is to forward recommendations from the Design
Review Committee relative to signage on the pier wall, which was designed as a
transient boat dock, and proposed regulations for refuse collection from the large
passenger vessels docking at the River's Edge Plaza.

You had relayed to us a complaint from a boater that they ardved in Dubuque only to
find no boat docking in the Port of Dubuque and they went home without the opportunity
to visit our attractions. Based on this I talked to the Design Review Committee and In-
House Work Group for ideas on signage for the pier wall.
It is recommended that a sign be installed on the pier wall stating "Public Dock open 7
a.m. to 12:00 a.m.". This is consistent with not allowing ovemight docking at the City's
facilities to avoid competition with the local marinas. I know with the low water this isn't
a real critical issue, however, I believe we should be signing the pier wall yet this
summer.
In addition, to alert pedestrians as to the purpose of the sidewalk along the pier wall, a
sign could be placed at each end advising "Public Boat Dock."
Refuse Collection
The second issue is related to refuse from visiting passenger vessels. The past
practice has been for these vessels to have an open container waiting outside of the
River's Edge Plaza gates and they haul their refuse from the boat over to the container.
Although the refuse may be removed, the container itself has been left overnight when
there are boats arriving on consecutive days.
Property owners have complained about this practice and feels it is not consistent with
the high standards we have established for refuse containment required of property
owners.
I discussed this issue with the Design Review Committee and the recommendation is to
require the Passenger Vessels to contact the firm they are using for refuse collection
and arrange for a truck to meet the boat upon landing, collect the refuse and haul it
away immediately.
If you approve of this approach, the Convention and Visitors Bureau would be notified
and asked to communicate this requirement to any passenger vessel planning on
docking at the River's Edge Plaza. This action is consistent with the Design Standards
adopted by City Council.
