WHEREAS, the Dubuque Develop-
ment Program stated:
"The prevailing natural features of
ravines, bluHteps, woods, river val-
leys, and water courses are the prin-
cipal characteristic features of the
Dubuque environment and their pre-
servation as part o£a comprehensive-
ly planned open space system is the
key element to the establishment
and maintenance of an attractive and
unique Dubuque metropolitan
areti"1; and
WHEREAS, much of Catfish Creek
was specifically identified in said plan as
a portion of the area which should be pre-
served as a "continuous interconnected
open space"2; and
WHEREAS, The Recreation and
Open Space Plan of Dubuque, Iowa (Oct.,
1973), specifically affirmed the Victor
Gruen Plan as to preservation of defined
open space areas, including the branches
of Catfish Creek:
"Preservation of Dubuque's natural
environment will he a principal de-
termination of the City's future char-
acters; and
WHEREAS, the Open Space provi-
sions of the Dubuque Develpment. Pro-
gram (Victor Gruen Plan) were also to-
ferred to in The 1990 Dubuque Metropol-
itan Area Transportation Plan, to -wit:
"The underlying concept of planning
for the Dubuque area is the create an
urban environment which will pro-
vide the most desirable place for in-
dividuals to live .... The Dubuque
ariat is well endowed with pleasant
natural features of terrain and sce-
nery. These should be preserved and
enhanced as a conscious planning ob-
jective"4; and
WHEREAS, the Planning & Zoning
Commission has the duties to secure the
enactment of plans for the city and also
reviews proposed developments so as to
determine whether they conform to the
general plan of the city; and
WHEREAS, the Planning & Zoning
t Commission has reviewed the aforesaid
city plans regarding the need for pre-
serving open spaces, particularly the
Catfish Creek area; and
WHEREAS, a number of interested
citizens have expressed concern about
Catfish Creek and the open space plan;
and
WHEREAS, as a result of the pro-
- posals for implementing the general
open space plan the Open Space Proser-
vation Advisory Subcommittee of the
Dubuque Planning & Zoning Commis-
sion was created in June, 1979; and
WHEREAS, the aforesaid committee
with the assistance of the Planning &
Zoning staff is in the process of develop-
ing a specific open space preservation
program for the City of Dubuque; and
WHEREAS, there is justifiable con-
cern that in the period before a compre-
hensive open space preservation plan
and program is adopted and implement-
ed there will he further development of
land along or near Catfish Creek in the
City of Dubuque which might do irrepar-
able damage to the creek, its bluffs, val-
ley, and waters; and
WHEREAS, it appears to be in the
best interest of the City of Dubuque and
its residents to protect Catfish Creek, in-
cluding bluffs, valley, and waters, within
the city limits from any further develop-
ment which present a clear danger to
said area,
NOW THEREFORE BE IT RESOLV-
ED by the Planning and Zoning Commis-
sion of the City of Dubuque, Iowa, that
the Planning and Zoning staff is directed
to make preparation for an open space
plan and program, including a program
to protect Catfish Creek, a priority in
the coming fiscal year, and they are fur-
ther directed to make regular reports to
the Commission of its progress.
IT IS FURTHER RESOLVED, that
the Planning and Zoning Commission
and staff will make implementation of
said open space plan and program a pri-
ority in the coming fiscal year.
IT IS FURTHER RESOLVED, that.
the Secretary is directed to send a copy
of this resolution to the Dubuque City
Council and request that it consider en-
acting a similar resolution or taking
whatever action it deems appropriate in
the implementation of specific open
space plan and program as soon as pos-
sible.

P RESOLUTION NO, 76.80
WHEREAS, Father Aloysius H.
Schmitt, a Navy chaplain, was the first
chaplain to lose his life in World War II
during the attack on Pearl Harbor; and
WHEREAS, Monsignor Maurice S.
Sheehy was the first chaplain to achieve
the rank of Admiral in the United States
Navy; and
WHEREAS, numerous persons and
organizations have petitioned the City
Council to designate Hamm Island, also
known as Area C, as Chaplain Schmitt
Memorial Island and the major public
right of way traversing the area as Ad-
miral Sheehy Drive; and
WHEREAS, it is deemed to be in the
best interest of the City of Dubuque to
tentatively designate the above describ-
ed area and right of way in memory of
and in recognition of the achievements
of Father Schmitt and Monsignor
Sheehy.
NOW THEREFORE BE IT RESOLV-
ED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, 10 W A:
Section 1. That the City Council here-
by declares its intent to designate
Hamm. Island as Chaplain Schmitt Me-
morial Island.
Section 2. That the City Council
hereby declares its intentto designate
.the major public right of way traversing
the area as Admiral Sheehy Drive.
Section 3. That the City Council
hereby reserves the right to name or
otherwise designate areas and facilities
which may be developed and construct.-
- ed within the area in honor of other per-
sonages.

RESOLUTION NO. 77.80
A Resolution Authorizing the City
Manager to Execute an Engineering
Service Agreement for Remodeling of
the 18th Street Fire Station.
WHEREAS, the 18th Street Fire Sta-
tion has been vacated by the Fire De-
partment on the completion of the new
fire station located at 32nd Street and
Central Avenue; and
WHEREAS, the Fiscal Year 1981-85
Capital Improvement Program provides
I'or the expenditure of $165,000 for the
renovation of the 18th Street Fire Sta-
I.ion; and
WHEREAS, there is an urgency to
procced with the renovation of the build-
ing in order to accommodate personnel
from the IlousinguServices Division and
Data Processing Division; and
WHEREAS, structural modifications
are neressary in the building and like-
wise new heating, air conditioning and
electrical systems will have to be install-
ed;
NOW THEREFORE BE IT RESOLV-
ED BY THE CITY COUNCIL OF THE
CYTY OF DUBUQUE, IOWA:
Section 1. That the City Manager be
authorized to sign an engineering agree-
