Minutes_Housing Trust Fund Committee 9 23 10MINUTES OF THE HOUSING COMMISSION TRUST FUND COMMITTEE DATE: Thursday, September 23, 2010 TIME: 4:00 p.m. PLACE: Housing and Community Development Department 350 W. 6 Street, Suite 312, Dubuque IA 52001 Chairperson Jim Holz called the meeting to order at 4:00 p.m., following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Doris Hingtgen Jim Holz - by phone John Walsh - by phone Committee Members Absent: Dorothy Culbertson Staff Present: David Harris Joleen Patterson Lisa Barton Certification of Minutes: 27 August 2010 Trust Fund Committee Meeting John Walsh moved to approve the 27 August 2010 Trust Fund Committee meeting minutes. Doris Hingtgen seconded. Roll call. All in favor. Motion passed. Correspondence / Public Input None Old Business Public Hearing FY 2011 IFA Trust Fund Application David Harris reported we are applying for $157,250 for this year's Local Housing Trust Fund application for continued support of homeownership activities in the Washington Neighborhood. David reported that we are required to open a public hearing for public comment. Jim Holz entertained a motion to open the public hearing. Doris Hingtgen moved to open public hearing. John Walsh seconded. Roll call. All in favor. Motion passed. For the record, no public was present. John Walsh moved to close public hearing. Doris Hingtgen seconded. Roll call. All in favor. Motion passed. David Harris reported that Terri Rosonke, from Iowa Finance Authority, stated Housing Trust funds could be used to purchase problem properties. He also stated that funds could be used for infrastructure and for non - profits such as Hills and Dales. David reported he didn't think it necessary to add anything additional to the application. Jim inquired if helping Hills and Dales would be an option. David reported if Hills and Dales locates in the Washington Neighborhood, then we could assist them. Joleen Patterson reported that any changes to the award application can be approved by the Housing Trust Fund Committee, by amending the application. David reported that he is checking into the possibility of making an application for IFA HOME funds for Hills and Dales. John Walsh motioned to approve Local Housing Trust Fund application to support homeownership activities in the Washington Neighborhood, in the amount of $157,250. Doris Hingtgen seconded. Roll call. All in favor. Motion passed. New Business None Information Sharing Joleen Patterson reported that as of Monday, the Step by Step / Hills and Dales partnership has all their units occupied. Adjournment There being no further business to come before the Committee, Doris Hingtgen motioned to adjourn and John Walsh seconded.
