The circulator will replace portions of the Red, Green and Gray lines that duplicate routes along JFK, Pennsylvania and Asbury Road with a circulator service to the various retail destinations including the Kennedy Mall, Warren Plaza and Asbury Plaza Shopping Center. The shopping circulator will be operated on 60- minute headways between the various shopping centers and will meet the other services lines at JFK Circle. The savings from the reduction in the Red, Green and Gray fixed routes will provide for the 20% local match required for the ICAAP grant, as well as reduce the headways for the three lines down from 60 minutes to 30 minutes for the Red Line and 45 minutes for the Green and Gray Lines. By implementing the Shopping Circulator under the ICAAP grant, the transit system will be able to save approximately $211,010 that will be placed into capital reserve. Once the ICAAP grant funding runs out, the Shopping Circulator will be able to operate self- sustaining from the cost savings realized from the reductions in the Red, Green and Gray Lines. The funding that is saved and put into capital reserve over the two years of the grant life could be utilized toward bus replacement activities or other capital improvements. BACKGROUND East Central Intergovernmental Association (ECIA) has prepared an application for grant funding under the ICAAP grant program to fund the implementation of the Shopping Circulator recommended in the Operational Analysis completed by LSC Consulting in 2009. The circulator will replace portions of the Red, Green and Gray lines that duplicate routes along JFK, Pennsylvania, Asbury Road with a circulator service to the various retail destinations including the Kennedy Mall, Warren Plaza and Asbury Plaza Shopping Center. The shopping circulator will be operated on 60 minute headways between the various shopping centers and will meet the other service lines at JFK Circle. The savings from the reduction in the Red, Green and Gray fixed routes will provide for the 20% local match required for the ICAAP grant as well as reduce the headways for the 3 lines down from 60 minutes to 30 minutes for the Red Line and 45 minutes for the Green and Gray Lines. The ICAAP funding is for a two year grant with a total project cost of $282,384 including costs for marketing. The application requests 80% ICAAP funding, $225,907 over two years and commits 20% local funding, $56,477 for two years. Savings from replacing portions of the Red, Green and Gray lines with the shopping circulator for two years totals $267,487. The savings includes driver time, maintenance and fuel based on the Keyline FY11 budget and the net hourly rate. By implementing the Shopping Circulator under the ICAAP grant, the transit system will be able to save approximately $211,010 that will be placed into capital reserve. East Central Intergovernmental Association has also prepared an application for grant funding under the Job Access Reverse Commute Program (JARC) to fund the continuation of the Red Line Extension previously funded under the JARC program and recently implemented in August 2010. The route extends the Red Line throughout the entire Industrial Park and Industrial Park West, Monday through Friday with AM, midday and PM service. The service is delivered by the Regional Transit Authority (RTA) under a contract between the RTA and the City of Dubuque. The continuation funding request was not submitted by First Transit May 1, 2010 along with KeyLine's consolidated funding request, leaving the current grant funding to expire December 31, 2010. In order to extend the grant from January 1, 2011 through the end of the current federal fiscal year, a continuation funding request is necessary October 1, 2010. It is estimated that the total project cost from January 1, 2011 through September 30, 2011 is $60,115 and includes $4,000 for marketing. The grant is funded at 50% and the local match is funded by the savings of contracting with the RTA at an hourly rate $21.00 less per hour than the current KeyLine fixed route cost. RECOMMENDATION We are requesting approval to apply on behalf of the City of Dubuque for $225,907 from the Iowa Clean Air Attainment Program to implement and market the Shopping Circulator recommended under the LSC Operational Analysis Study as well at $30,058 from the Job Access Reverse Commute Program to continue funding of the Red Line Extension previously funded and implemented under a prior JARC grant. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council of the City of Dubuque, Iowa hereby endorses the attached application to the Iowa Clean Air Attainment Program for funding for the operational costs and marketing of the proposed shopping shuttle. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1.
