This application will also include a request for funding from HUD's Healthy Homes Program. DISCUSSION Micha Van Milligen, City Manager David Harris, Housing and Community Development Department Application for HUD Healthy Homes /Lead Paint Hazard Control Program Funding Since January 1992, the City of Dubuque has addressed childhood lead poisoning, first in cooperation with the Iowa Department of Public Health (IDPH), and then by conducting its own Childhood Lead Poisoning Prevention Program (CLPPP). In 1997, Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control Program Grant in the amount of $3.69 million; in 2003, a Round 11 HUD grant, in the amount of $2.4 million; and a Round 14 grant of $2.98 million in 2007, for a combined total of $9.09 million. 965 properties occupied by very low to moderate - income families have been made lead safe. More than 1,500 contractors, workers, owners, and inspectors have been trained. This program has initiated many cost - effective measures to prevent and eliminate childhood lead poisoning in Dubuque and has built local capacity through extensive public education efforts. This application is for a combined Healthy Homes /Lead Paint Hazard Control Program totaling $3,100,000 to be submitted and administered by the Health Services and Housing and Community Development Departments. This application is for the continuation of the lead -based paint poisoning prevention program for an additional 36 months in target areas in the City of Dubuque. Additional selected properties located outside the target area may be assisted primarily for partnership opportunity with Operation New View's Weatherization Program. If funded, this grant would be awarded in FY 2011 with work commencing in January 2011. As required match, $180,000 in CDBG funds will be committed as part of the Council's approval of the application. The funds will be expended during fiscal years 2011- 2014. RECOMMENDATION It is recommended that the Council approve the submission of a Healthy Homes /Lead Hazard Control Program application to HUD. ACTION STEP The action requested of the City is to approve the attached resolution authorizing an application for the Healthy Homes /Lead Hazard Control Program funds in the amount of $3.1 million. cc: Mary Rose Corrigan, Public Health Specialist RESOLUTION NO. 387 -10 RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN APPLICATION FOR A HUD LEAD PAINT HAZARD CONTROL AND HEALTHY HOMES PROGRAM GRANT Whereas, the City of Dubuque has operated a local childhood lead poisoning prevention program since 1994; and Whereas, the City initially received a HUD Round 4 Lead Hazard Control Program Grant in 1997, and has continually administered a program for 13 years; and Whereas, the U.S. Department of Housing and Urban Development has made available additional funds for the Lead Hazard Control and Healthy Homes Programs, including for lead -based paint hazard control, lead hazard awareness, training, community outreach, environmental assessments and treatment; and Whereas, the City of Dubuque proposes a Lead Paint Hazard Control Program in Census Tracts 1, 2, 5, 6, 7.01 and 7.02 in the City of Dubuque. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1: That the Mayor is hereby authorized and directed to execute an application to the U.S. Department of Housing and Urban Development for a Lead Paint Hazard Control and Healthy Homes Program Grant in the amount of $3.1 million. Section 2: Funds from the Community Development Block Grant Program in the amount of $180,000 will be committed in fiscal years 2011 -2114 as required match. Section 3: That the City Manager is hereby authorized and directed to forward said application and resulting standard executed contract to the respective agencies in a timely fashion and as required by the U.
