Parking System Supervisor Tim Horsfield recommends City Council approval of two
contracts with TwistHDM /Limelight for replacement lighting in the 5 Street Ramp for
$93,260, and replacement lighting in the Locust Street Ramp for $78,672, for a total of
$171,932 for both ramps. Greater control of when the lighting is activated in the ramps
has a payback estimated at 4.5 years.
Of the three different lighting systems considered by our lighting engineers, KJWW
Engineers, TwistHDM /Limelight System was the only one that is web -based and does
not require any re- wiring of the current ramps. This is based on the fact that it uses
radio frequencies for communication rather than the more common timers on circuits.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Last October and December I sent you information and memos regarding the
replacement of the lighting in the 5 Street Ramp. Two things happened as a
result of those memos. The system we were considering at that time was Twist
HDM/LimeLight, which is a completely computerized web based system with
each light being individually controlled by either motion sensors, daylight
harvesting or a combination of both and then further controlled by the software
operating system. Calculations that have been done estimate a payback on the
system considering energy usage to be about 4.5 years.
First of all, we went through a bidding process for a new lighting system to be
installed in the ramp currently being built. There were three different lighting
systems considered and specified by the lighting engineers, KJVWV Engineers.
The lighting system selected to be installed in the new parking ramp is the
TwistHDM /Limelight System.
This system has a great advantage in that it is web -based and also does not
require any re- wiring of the current ramps and all other systems would. This is
based on the fact that it uses radio frequencies for communication rather than the
more common timers on circuits. This is a system that we now really need to
carry to all the ramps as we retro fit them so that we control all the facilities with
the same software, have the same replacement equipment on hand and service
equipment that is similar in design.
Having said this, we would consider this a sole source system, approved by
Barry Lindahl City Attorney, and through the budget process have two CIP's in
place to replace the lighting in the 5 Street Ramp (730 -2230 for $100,000.00)
and also the Locust Street Ramp (730 -2229 for $85,000.00). If you would agree
on the sole source provider concept, I would like approval to go forward with
install on these other two ramps. This would basically be the same as our
parking equipment provider.

I have received bids from TwistHDM /Limelight for equipment, install and
complete programming for both facilities. Prior to them submitting the bids to me,
they solicited bids from both Paulson Electric and Westphal Electric here in
Dubuque. In their bids, they indicate that Westphal Electric would be doing the
install in the two additional ramps.
The bids for the ramps are as follows:
5 Street Ramp $ 93,260.00 (CIP Amount $ 100,000.00)
Locust Street Ramp $ 78,672.00 (CIP Amount $ 85,000.00)
This is really a great system and has been evaluated several times during the
bidding process for the new ramp. I am presenting this to you as two separate
contracts due to the fact they are two separate ramps, with two separate Capital
Improvement Project Numbers.
However, for purposes of approval, being both contracts are to the same vendor
totaling $171,932.00 I am attaching a resolution for City Council approval
pending your approval and subsequent submission to the Council.
I think we should be able to get both ramps done yet this fall. If you have any
questions or concerns please let me know. I am also sending City Attorney
Lindahl a copy of this information for his review regarding the sole source
approval.

Whereas, Twist!HDM has submitted a proposal in response to the City of
Dubuque's request to re -light the 5 Street and Locust Street Parking Ramps
Whereas, they were selected as the vendor through the bidding process for
the new ramp at 10 and Central and now through that process considered a sole
source provider for like equipment due to the operating system required for each
ramp
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. To award the two contracts to TwistIHDM in the amount of
$171,932.00 to relight the 5 Street and Locust Street Parking Ramps.
Passed, approved and adopted this 4 day of October, 2010.
