Economic Development Director Dave Heiar recommends City Council approval of a
plat to subdivide Lot 1 of the Dubuque Technology Park Number 3 to accommodate the
development plans submitted by Conlon Johnson Development, LLC for the Sedgwick
expansion.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The proposed development plans by Conlon Johnson Development, LLC to
accommodate the Sedgwick expansion require the subdivision of a parcel of land in the
Dubuque Technology Park.
BACKGROUND
When the final plat was prepared for the Dubuque Technology Park, the area was
divided into arbitrary lot sizes. Unlike residential developments, where most lots are of
similar size, it is impossible to accurately project what size lots will be needed in specific
areas of an industrial park or commercial areas. Therefore, the more practical approach
is to divide these parcels as development occurs.
During the discussions with Conlon Johnson Development, LLC, the company
determined that they need an additional 2.51 acres across the street of their current site
for expansion purposes to accommodate parking needs of the additional 100+
employees that will be hired by Sedgwick.
RECOMMENDATION
I recommend the City Council approve the attached resolution authorizing the Mayor to
sign the plat to subdivide Lot 1 of the Dubuque Technology Park Number 3 to
accommodate the development plans submitted by Conlon Johnson Development, LLC.
ACTION STEP
The action step is for the City to adopt the attached resolution.

RESOLUTION APPROVING PLAT OF SURVEY OF LOT 1 OF 1 AND LOT 2 OF 1 IN
DUBUQUE TECHNOLOGY PARK NO. 3, IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been presented to the City Council of the City of Dubuque,
Iowa, a Plat of Survey, Lot 1 of 1 and Lot 2 of 1, Dubuque Technology Park No. 3 in the
City of Dubuque, Iowa dated September 20, 2010, prepared by Buesing & Associates
Inc., Engineers and Surveyors, describing the property to be subdivided, a copy of which
is attached hereto (the Plat); and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Plat is hereby approved, and the Mayor and City Clerk are
hereby authorized and directed to execute the Plat for and on behalf of the City of
Dubuque, Iowa.
Section 2. That the City Clerk is hereby authorized and directed to file said
Plat and certified copy of this resolution in the office of the Recorder in and for Dubuque
County, Iowa.
