Chairperson Jim Holz called the meeting to order at 7:30 a.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Char Eddy moved to approve the 28 August, 2003 Housing Trust Fund Committee minutes.
Doris Hingtgen seconded. Ro~I Call. Harry Neustadt - Abstain. All others present in favor.

Jim Hoiz shared information he received from the State Housing Trust Fund Conference he
and David attended on September 9, 2003 in Des Moines. He suggested that a letter be
sent to the Iowa Finance Authority objecting to the addition of Section 2.3.3.4 of the proposed
2004 Allocation Plan eliminating Dubuque's eligibility for the Local Housing Trust Fund
Program funds.
In the meantime, the Committee agreed that we still apply for the 40% of available money
from the fund that will be allocated to the Project Based Housing Program. Staffwill publish
an RFP (Request for Proposal) and mail copies to all prospec~e applicants.
