Minutes Long Range Plan 8 20 03PRESENT: ABSENT: D FT LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, August 20, 2003 Auditorium, Carnegie Stout Library 360 W. 11th Street. Dubuque, Iowa Chairperson David Rusk: Commissioners Mary Lynn Neumeister, Roy Buol. Mike Portzen and Rick Stein; Staff Members Beth Conlon and Wally Wernimont. Commissioners Charles Winterwood and Floyd Schneider. CALL TO ORDER: The meeting was called to order at 7:00 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Neumeister, seconded by Buol. to approve the minutes of May 21, 2003 as submitted passed unanimously. LIAISON/SUBCOMMITTEE REPORTS: Joint Cit'¢/Countv Plannin,q Committee: Chairperson Rusk noted a request from the Joint/City County Planning Committee for input on the draft Fringe Area Planning Agreement. Commission members discussed the Committee's recommendations. The consensus of the Commission was to support those recommendations. Downtown Plannin,q Committee: Chairperson Rusk reported on the Downtown Planning Committee's progress on finalizing the Downtown Master Plan Enterprise Zone Commission: Commissioner Rick Stein stated that there was no report Bee Branch Storm Water Committee: There was no report available. ACTION ITEM: PETITION FOR HISTORIC LANDMARK STATUS FOR FOUR MOUNDS ESTATE. In response to questions from the Commission. Staff Member Wally Wemimont gave an overview of the Phase III Architectural and Historical Survey Report for Downtown Dubuque, answered questions about the government entities involved in designating historical or archeolog~cal sites, and gave the Commission members a list of the designated Historic Districts in Dubuque. Staff Member Wemimont then reported on a petition for local historic landmark status filed by Four Mounds Estate, 4900 Peru Road. The Commission discussed the petition. Motion by Neumeister, seconded by Portzen, for the Long Range Planning Advisory Commission to support the application for the Four Mounds Estate petition carried unanimously. Minutes - Long Range Planning Advisory Commission August 20. 2003 Page 2 of 2 ITEMS FROM COMMISSION: Annexation and Smart Growth: The Commission discussed the memorandum that Planning Services Manager Laura Carstens prepared at the request of Chairperson Rusk on August 19. 2003. The memorandum set forth the relationship between Smart Growth principtes and the annexation of approximately 700 acres of farmland along Middle Road. Seippel Road and Asbury Road.
