Ald. McLaughlin moved that the'
city recorder be instructed to adver-
tise for bids for the binding of the
council proceedings for the year 1916

Petition of the members of the Du-
buque fire department asking the city
council for an increase in salary pre-
sented and read. Ald. Leist moved to
grant the prayer of the petition. Ald.
Wallis amended Ald. Leist's motion to
refer the petition to the committee of
the whole. Carried by the following
vote:

police department asking the city
council for an increase in salary pre-

American Veterans asking the city
council for permission to use the Ar-
mory hall one night in February for
a hall presented and read. On motion
of Ald. Strobel the prayer of the pe-
tition was granted providing that they
get the consent from Capt. Ellsworth.
Petition of James M. Sullivan ask-
ing the city council to reduce the as-
sessed value placed on City Lot 46
presented and read. On motion of
Ald. Frith the petition was referred
to the committee of the whole to view
the grounds.
Petition of Mrs. Ida Jelinski asking
the city council to cancel the taxes on
Wieland's Sub. Lots 8 and 9 for the
years 1914, 1915 and 1916 presented
and read. On motion of Ald. Frith
the petition was referred to the com-
mittee of the whole.
Petition of Edward Muntz asking
the city council to reduce the special

assessment levied against lots 22, 23
and 24 in Morgan's Sub. in the year
1915 for the improvement of West
17th street presented and read. On
motion of Ald. Wallis the petition
was referred to the city engineer to
report to the committee of the whole.
Petition of John 'W. Twaites, by H.
F. McCabe, his attorney, asking the
city council according to statute to
cancel the taxes on lot 3 of Sub. Min-
eral Lot 122; lot 4 of Sub. Mineral lot
131. and Lot 5 of Sub. Mineral lot 131
as the same is used for agricultural
purposes presented and read. On mo-
tion of Ald. Leist the petition was re-
ferred to the committee of the whole
to view the grounds and notify the
city attorney to be present.
Petition of J. K. Deming, executor
of the estate of Judge O. P. Shlras,
asking the city council to cancel a tax
of $40.60 for the year 1915 upon per-
sonalty presented and read. On mo-
tion of Ald. Wallis the prayer of the
petition was granted and the city
treasurer instructed accordingly.
Petition of O. C. Papin asking the
city council to have the taxes on Min-
eral Lot 301A, and 302 assessed ac-
cording to state laws for land used for
agricultural purpose for the years
1914, 1915 and 1916 and succeeding
years presented and read. On motion
of Ald. Leist the petition was referred
to the committee of the whole to view
the grounds.
Petition of Joseph Roshen, et al,
asking the city council to make pro-
visions for the completion of the
swimming pool and playgrounds pro-
ject between 14th and 15th streets
presented and read. On motion of
Ald. McLaughlin the petition was re-
ferred to the committee of the whole.
Petition of the bathing beach com-
mittee, et al, asking the city council
for an appropriation of $3,500.00 for
the bathing beach at Eagle Point pre-
sented and read. On motion of Ald.
Leist the petition was referred to the
committee of the whole and notify
the interested parties to be present.

To the Honorable Mayor and Council
of the City of Dubuque.
Gentlemen: At the meeting of your
committee of the whole held on Janu-
ary 30th, there was referred to me
the petition of the Western Union Tel-
egraph company, which petition asks
your approval of the sale of under -
ground conduits by the Iowa Tele-
phone company to the petitioners. In
1912 the Standard Telephone com-
pany discontinued business in this city
and their property, including these
conduits, was bought by the Iowa Tel-
ephone company. I find from an in-
spection of the records in the city
treasurer's office that the Standard
Telephone company owes the City of
Dubuque taxes for the year 1912, such
taxes amounting to One Hundred
Ninety -nine and 67 -100 ($199.67)
Dollars with the interest - thereon. As
these taxes have never been paid
they remained a lien upon the prop-
erty belonging to said Standard Tele-
phone company, and the sale of its
property to the Iowa Telephone com-
pany has not divested such lien. 'This
lien still exists and I would suggest
that, before you give your approval to
the contemplated sale by the Iowa
Telephone company to the Western
Union Telegraph company, that you
open negotiations with these parties
looking to the adjustment of this un-
paid tax.
In this connection also I might say
that I find from the records in the
auditor's office, that in 1912 the Stan-
dard Telephone company, or the Du-
buque Telephone company as it was
also called, paid to the City of Du-
buque its share of the back salary of
the city electrician, amounting to
Sixteen Hundred Forty -nine and 48-
100 ($1,649.48) Dollars, so that so
far as the back salary of the city elec-
trician is concerned, the Standard
Telephone company owes the city
nothing.
I also find from an investigation of
the records, that there is a monthly
charge made against the Iowa Tele-
phone company, the Western Union
Telegraph company, the North Amer-
ican Telegraph company and the Post-.
al Telegraph company, and the Union
Electric company for their respective
pro rata share of the city electrician's
salary. The amount that these vari-
ous companies are to pay is determin-
ed by the miles of wire which they
use in the city, as provided in an or-
dinance passed in 1891, which ordi-
nance is in force and effect at the
present time. The Dubuque Electric
company has always paid its pro rata
share of the electrician's salary each
month, but these other corporations
have never paid anything. I see no
good reason. why these companies
should not be compelled to pay their
proportionate share of this salary as
provided by the ordinance mentioned,
and would therefor, recommend that
some action be taken by you to en-
force collection of the amount past
due and insure payment of each one's
proper share in the future.

To the Honorable Mayor and Council
of the City of Dubuque.
Gentlemen: The case of N. T.
Lentz vs. City of Dubuque for person-
al injuries sustained by him on or
about Feb. 10th, 1914, was tried to a
jury at the present term of court, and
a verdict was returned against the
city at the first trial. The action was
($700.00) Dollars. This is the second
time that this case was tried, a verdict
having been returned in favor of the
cit yat the first trial. The action was
brought to recover damages in the
sum of Seven Thousand Five Hundred
($7,500.00) Dollars. The evidence in
the case disclosed that the plaintiff
sustained severe and permanent in-
juries by reason of a fall upon an icy
sidewalk which had formed by reason
of water and melted snow which had
been thrown upon the walk by'means
of a water spout, thereby forming a
dangerous obstruction thereon. By
reason of circumstances which devel-
oped during the second trial of the
case, and by the further fact that the
verdict returned by the jury is com-
paratively small, we deem it advisable
that the judgment be paid.
We, therefor, recommend that a
warrant be drawn in the sum of Sev-
en Hundred ($700.00) Dollars, in fav-
or of Frantzen & Bonson, attorneys
for the plaintiff, in the suns of Seven
Hundred ($700.00) Dollars, and the
treasurer be instructed accordingly.

City of Dubuque.
Gentlemen: At the last meeting of
your honorable body, the original no-
tice of suit which was served upon
the city by John V. Bowen, Elizabeth
E. Bower; and E. E. Bowen, as plain-
tiffs, in which said plaintiffs stated
that they were about to file a suit in
the district court to remove the cloud
upon their title to lots 238 and 257 in
-Woodland Park Addition, which cloud
was due to the fact that several un-
paid special assessments were in ex-
istence, was referred to me with pow-
er to effect a settlement with the
plaintiffs if possible. An investiga-
tion into the merits convinces me that
these assessments have been permit-
ted by the city to become outlawed
by lapse of time, and, therefor, uncol-

lectable. The plaintiffs in this case,
however, have agreed to pay the sum
of Thirty -five ($35.00) Dollars in full
settlement of this assessment, and I
have accepted the proposition. You
will, therefor, find a check hereto at-
tached in the sum of Thirty -five
($35.00) Dollars in full settlement of
said special assessment, and you will
advise your city treasurer to cancel
said assessment upon his books for
the payment of the stated amount of
said check.
I also ask you to approve my action
in the disposition. of this matter.

Staner, for a certain brick pavement
on North Main street, from the south
property line of Kauffman avenue to
the north curb line of Seminary street,
for a period of one year, and in the
sum of Five Hundred ($500.00) Dol-
lars per block.
Also maintenance bond of N. J.
Staner, upon cement curb and gutter
on Clark avenue between Grandview
avenue and Bradley avenue, for a
period of one year, in the suns of One
Hundred ($100.00) Dollars.
Also the official bond of Fred J,
Heller, for a term of two years, as city
assessor, in the sum of Five Thousand
($5,000.00) Dollars.
I beg to report that I have examin-
ed these bonds and find the same
properly executed in form, and they
are herewith returned.

Gentlemen: Attached to this com-
munication you will find an ordinance
entitled: "AN ORDINANCE PRE-
SCRIBING RULES AND REGULA-
TIONS RELATING TO THE BUSI-
NESS OF AUTOMOBILES, TAXI-
CABS, OM\INIBUSES, CARRIAGES
AND ALL OTHER VEHICLES FOR
THE CONVEYANCE OF PASSEN-
GERS FOR HIRE IN AND ABOUT
RAILROAD DEPOTS AND PROVID-
ING A PENALTY FOR THE VIOLA-
TION THEREOF."
This ordinance has been prepared
by me after considerable thought up-
on the question and after becoming
convinced that some regulation is ab-
solutely necessary around depots in
order that the best results may be
achieved. The city authorities have
experienced a good deal of trouble
around depots during the past year,
especially among the operators of
taxi -cab owners and drivers and it
seemed to me that this ought to stop.
I, therefor, submit the ordinance for
your consideration and believe that
its terms are reasonable and fair to
all and if obeyed, will relieve a situ-
ation which has caused a good deal of
annoyance in the past. I sincerely
trust this matter will not be delayed
but will receive your early considera-
tion as the need for some regulation
is imperative. -

Gentlemen: Hereto attached you
will find an ordinance which I have
prepared and submit for your consid-
eration. The purpose of the ordi-
nance is to repeal Section 3 of Chapter
LVI relating to the assessment and
collection of taxes, and enacts a sub-
stitute in lieu of said section. I have
discussed this matter with you on sev-
eral occasions and deem it advisable
that this change be made. I, there-
for, submit the ordinance and recom-
mend its passage.

AN ORDINANCE REPEALING SEC-
TION 3 OF AN ORDINANCE EN-
TITLED "AN ORDINANCE TO
PROVIDE FOR THE ASSESS -
MENT AND COLLECTION OF
TAXES IN THE CITY OF DU-
BUQUE," THE SAME BEING
CHAPTER LVI OF THE REVISED
ORDINANCES OF 1901, AND TO
ENACT A SUBSTITUTE THERE-
FOR.
BE IT ORDAINED BY THE CITY
OF DUBUQUE:
Section 1. That Section 3 of the
Ordinance entitled "An Ordinance to
provide for the assessment and collec-
tion of taxes in the City of Dubuque,"
the same being Chapter LVI of the
Revised Ordinance of 1901, be and
the same is hereby repealed.
Section 2. That the following' sub-.
stitute shall be enacted in lieu there-
of:
"Section 3. The City Council shall,
at the first regular meeting in Sep-
tember, in each year, appoint a com-
mittee on assessments, consisting of
the entire City Council of the City of
Dubuque. Such committee shall
constitute a Board for the equaliza-
tion of taxes, and shall have power to
equalize the assessments of all tax
payers by increasing or diminishing
the valuation of any kind of pro-
perty, or the entire assessment, of
any tax payer, as they may deem just
and necessary for the equitable dis•
tribution of the burden of taxation
upon all the property of the City; and
the Assessor shall meet with such
committee. The Auditor shall be the
clerk of such committee, and keep a
record of their proceedings. Said
Board of Equalization shall decide
what assessments should, in their
opinion, be raised or diminished, add
any property omitted, and make an
alphabetical list of the names of the
individuals or corporations whose as-
sessment it is proposed to raise and
added, and post a copy of the same
in a conspicuous place in theplace
of meeting of said Board and at the
door of the County Court house in
the City, and the committee shall, if,
in their opinion, some of the assess-
ments should be raised, hold an ad-
journed meeting with at least one
week intervening after posting said
notices before final action thereon,
which notices shall state the time
and place of holding such adjourned
meeting. And the Auditor shall give
immediate notice thereof by mail to
each person whose property is raised
or added, or to any partnership or
corporation, at his or their last
known Post office address, or as
shown by the assessment roll."
Section 3. This Ordinance shall be
in force and effect from and after its
passage by the City Council and
publication in the official newspapers
in said City as provided by law.

AN ORDINANCE PRESCRIBING
RULES AND REGULATIONS RE-
LATING TO THE BUSINESS OF
AUTOMOBILES, OMNIBUSES,
CARRIAGES AND ALL OTHER
VEHICLES FOR THE CONVEY-
ANCE OF , PASSENGERS FOR
HIRE IN AND ABOUT RAIL-
ROAD DEPOTS AND PROVIP --
ING A PENALTY FOR THE
VIOLATION THEREOF.
BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF
DUBUQUE:
Section 1. Any person or persons,
firm or corporation, or the em-
ployees of such person or persons,
firm or corporation who shall .engage
in, or be engaged in, the business' of
soliciting and transfering for hire
passengers from railroad depots in
the City of Dubuque, and who shall
use for such purpose automobiles,
taxi -cabs, omnibuses, carriages or
any other kind of vehicle, shall be
governed by the following rules and
regulations:
(1) No person, while engaged in
the business of soliciting passengers
for hire front any railroad depot,
shall ply his trade upon the platform
of said depot, nor at a greater dis-
tance than four feet from where his
vehicle is standing, excepting as pro-
vided for in Section 3 hereof.
(2) No person, while in the per-
formance of his duties as driver, so-
licitor or agent for any automobile,
taxi -cab, omnibus, carriage, or other
vehicle for hire, shall push, pull,
harass, vex_ or disturb any other per-
son, or use any indecent, profane or
unnecessary loud language, or- make
any other kind of disturbance, in or
about such depot.
(3) No person shall be permitted
to leave his vehicle and go upon the
platform of any railroad "depot or to
any train for the purpose of solicit-
ing passengers for hire, ekcept when
such person shall have a written or-
der to meet some particular person
or persons who are arriving upon
an incoming train, and if any person
shall have such an order he shall
have the right to go upon the plat-
form and to the train, if necessary,
to meet the person or persons for
whom he has been sent.
(4) No person or persons, en-
gaged as above described, and who
shall have 'a written order to meet
some particular person or. persons
arriving on an incoming train, and to
whom permission is hercby given to
go upon the platform of said depot,
and even to the train, if necessary,
shall be permitted to solicit any
other passengers for hire for the
company which he represents, ex-
cepting the person for whom the or-
der is given.
(5) Any person, engaged as above
stated, who shall have a written or-
der to meet a passenger, shall, upon
request, exhibit said order to the po-
lice officer- at said depot, and a re-
fusal to exhibit said order shall be x
sufficient reason to prohibit said per-
son from going' upon the platform or
to the train.
(G) No person, engaged as above
stated, shall be permitted to solicit
passengers for hire at any depot
when such person is noticably under
the influence of intoxicating liquors,
nor shall such person be permitted
upon the platform of any depot even
though he be possessed of the writ-
ten order above described.
(7) The written order herein de-
scribed shall state the person or per-
sons to be met by name, or by de-
scription, and shall be signed by the
owner of said automobile, taxi -cab,
omnibus, carriage or other vehicle.
(81 Any person or persons, who,
with intent to deceive, wilfully exe-
cutes a false or fake order to meet

passengers, or deliberately misrepre-
sents to any police officer that he
has an order when he has none, shall
subject such person or persons to all
the penalties as herein provided.
(9) Nothing herein shall be taken
to prohibit any person from going
upon the platform of any depot who
is under contract obligation with any
railroad company relating to the han-
dling and taking care of the transfer
of passengers or baggage from one
depot to another depot, but such per-
son, while so engaged, shall not be
permitted to solicit general passenger
business for hire.
(1 0 ) It is hereby, expressly pro-
vided that the railroad company
owning the depot grounds, shall have
the right to assign the stand to au-
tomobiles, taxi -cabs, omnibuses, car-
riages and other vehicles engaged in
the business of transporting passen-
gers for hire from depots, and it shall
be the duty of the parties so engaged
to occupy such stands and no other,
except permission be granted by said
company.
Section 2. It shall be the duty of
the police officers to enforce the pro-
visions of this ordinance, and a third
violation of any of the provisions
thereof, shall prevent such party of-
fending from further acting as
driver, solicitor or agent about said
depots
Section 3. Any person or persons,
or any firm or corporation, violating
any of the provisions hereof, shall be
fined not Less than Five ($5.00) Dol-
lars. and not more than One Hundred
($100.00) Dollars for each offense.
Section 4. This ordinance shall' be
in force and effect from and after its
passage and publication in the of-
ficial newspapers of the City of Du-
buque, as provided by law.

Be It Ordained by the City Council
of the City of Dubuque:
Section 1. That the Farley &
Loetscher Manufacturing Co., a cor-
poration organized under the law
of the State of Iowa, with principal
place of business in Dubuque, Iowa.,
its successors and assigns, he and
they are hereby authorized to build
and perpetually maintain a shipping
platform eight feet wide, extending
from Sixth to Seventh Streets on the
west side of Jackson street, in con-
nection with a six - story building and
basement addition to their plant,
which addition and building will be
100 feet by 256 feet in dimensions;
said platform to be constructed will
extend from the building line of their
property eight feet onto the sidewalk
space, and have steps on both ends
thereof to be used as a sidewalk for
pedestrians with a canopy roof over
the same, so that, when constructed,
it will be seventeen feet above the
surface of the street and the estab-
lished grade thereof.
Section 2. In order that said com-
pany may build the platform above
stated it is given permission to re-
move the track which is now laid up-
on the eight feet of sidewalk space
where it intends to locate said plat-
form, and lay the same eight feet
farther east.
Section 3. The said company, its
successors and assigns, are hereby
authorized and empowered to build
and lay a sidetrack on the east side
of the alley between Jackson and
White streets and running from Sixth
to Seventh streets, said track, when
laid, shall have a clearance of two
feet between the cars and the build-
ing owned by this company, and hav-
ing a rise of not to exceed six inches
from Sixth to Seventh street.
Section 4. The said company, its
successors and assigns are also here-
by authorized to build and maintain
perpetually a bridge across Seventh
street from City Lot No. 368 to Lot
39
No. 369, both Lots being owned by
this company.
Section 5. That said bridge shall
not be less than twenty -six feet in
height from the established grade of
said Seventh street to the under side
of said bridge.
Section 6. That the said company,
its successors and assigns, being the
owner of the property adjoining the
sidewalk where the said platform and
canopy are to be constructed, as pro-
vided in Section 1 hereof, and also
all the land on both sides of said
Seventh street where said bridge is to
be built, as provided for in Section 4
hereof, all of said property being in
what is known as the Original Town
of Dubuque by the acceptance of this
ordinance, hereby perpetually obli-
gates itself and themselves, to be-
come responsible to any person or
persons, firm or corporation sustain-
ing any injury or damage by reason
of the construction and maintenance
of said platform and canopy; or be-
cause of the sidetrack laid in the al-
ley between Sixth and Seventh streets;
or by reason of the construction and
maintenance of the bridge across Sev-
enth, street, and hereby agree to hold
the City of Dubuque harmless and
free from all and any such loss, dam-
age or litigation as may result from
the construction and maintenance of
the various things above stated.
Section 7. This ordinance shall be
in force from and after its accept-
ance in writing by the proper officers
of the Farley & Loetscher Manufae-
turing Company, and its passage by
the Council and publication in the of-
ficial papers of the City of Dubuque.

AN ORDINANCE.
• AN ORDINANCE PRESCRIBING
RULES AND REGULATIONS RE-
LATING TO THE BUSINESS OF
AUTOMOBILES, OMNIBUSES,
CARRIAGES AND ALL OTHER
VEHICLES FOR THE CONVEY-
ANCE OF PASSENGERS FOR
HIRE IN- AND ABOUT RAIL-
ROAD DEPOTS AND PROVID-
ING A PENALTY FOR THE
VIOLATION THEREOF.
BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF
DUBUQUE:
Section 1. Any person or persons,
firm or corporation, or the em-
ployees of such person or persons,
firm or corporation who shall engage
in, or be engaged in, the business of
soliciting and transfering - roc hire
passengers from railroad depots in
the City of Dubuque, and who shall
use for such purpose automobiles,
taxi -cabs, omnibuses, carriages or
any other kind of vehicle, shall be
governed by the following rules and
regulations:
(1) No person, while engaged in
the business of soliciting passengers
for hire from any railroad depot,
shall ply his trade upon the platform
of said depot, nor at a greater dis-
tance than four feet from where his
vehicle is standing, excepting as pro-
vided for in Section 3 hereof.
• (2) No person, while in the per-
formance of his duties as driver, so-
licitor or agent for any automobile,
taxi -cab, omnibus, carriage, or other
vehicle for hire, shall push, pull,
harass, vex or disturb any other per-
son, or use any indecent, profane or
unnecessary loud language, or make
any other kind of disturbance, in or
about such depot.
(3) No person shall be permitted -
to leave His vehicle and go upon the
platform of any railroad depot or to
any train for the purpose of solicit-
ing passengers for hire, except when
such person shall have a written or-
der to meet some particular person
or persons who are arriving upon
an incoming train, and if any person
shall have such an order he shall
have the right to go upon the plat:
form and to the train, if necessary,
to meet the person or persons for
whom he has been sent.
(4) No person or persons, en-
gaged as above described, and who
shall have a written order to meet
some particular person or persons
arriving on an incoming train, and to
whom permission is hereby given to
go upon the platform of said depot,
and even to the train, if necessary,
shall he permitted to solicit any
other passengers for hire for the

company which he represents, ex-
cepting the person for whom the or-
der is given.
(5) Any person, engaged as above
stated, who shall have a written or-
der to meet a passenger, shall, upon
request, exhibit said order to the po-
lice officer at said depot, and a re-
fusal to exhibit said order shall be .1
sufficient reason to prohibit said per-
son from going upon the platform or
to the train.
(e) No person, engaged as above
stated, shall be permitted to solicit
passengers for hire at any depot
when such person is noticably under
the influence of intoxicating liquors,
nor shall such person be permitted
upon the platform of any depot even
though he be possessed of the writ-
ten order above described.'
(7) The written order herein de-
scribed shall state the person or per-
sons to be met by name, or by de-
scription, and shall be signed by the
owner of said automobile, taxi -cab,
omnibus, carriage or other vehicle.
(8) Any person or persons, who,
with intent to deceive, wilfully exe-
cutes a false or fake order to meet
passengers, or deliberately misrepre-
sents to any police officer that he
has an order when he has none, shall
subject such person or persons to all
the penalties as herein provided.
(9) Nothing herein shall be taken
to prohibit any person from. going
upon the platform of any depot who
is under contract obligation with any
railroad company relating to the han-
dling and taking care of the transfer
of passengers or baggage from one
depot to another depot, but such per-
son, while so engaged, shall not be
permitted to solicit general passenger
business for hire.
(10) It is hereby expressly pro-
vided that the railroad company
owning the depot grounds, shall have
the right to assign the stand to au-
tomobiles, taxi -cabs, omnibuses, car-
riages and other vehicles engaged in
the business of transporting passen-
gers for hire from depots, and it shall
be the duty of the parties so engaged
to occupy such stands and no other,
except permission be granted by said.

Section 2. It shall be the duty of
the police officers to enforce the pro-
visions of this ordinance, and a third
violation of any of the provisions
thereof, shall prevent such party of-
fending from further acting as
driver, solicitor or agent about said
depots
Section 3. Any person or persons,
or any firm or corporation, violating
any of the provisions hereof, shall be
fined not less than Five ($5.00) Dol-
lars, and not more than One Hundred,

AN ORDINANCE.
AN ORDINANCE REPEALING SEC-
TION 3 OF AN ORDINANCE EN-
TITLED "AN ORDINANCE TO
PROVIDE FOR THE ASSESS-
MENT AND COLLECTION OF
TAXES IN THE CITY OF DU-
BUQUE," THE SAME BEING
CHAPTER LVI OF THE REVISED
ORDINANCES OF 1901, AND TO
ENACT A SUBSTITUTE THERE-
FOR.
BE IT ORDAINED BY THE CITY
OF DUBUQUE:
Section 1. That Section 3 of the
Ordinance entitled "An Ordinance to
provide for the assessment and collec-
tion of taxes in the City of Dubuque,"
the same being Chapter LVI of the
Revised Ordinance of 1901, be and
the same is hereby repealed.
Section 2. That the following sub-
stitute shall be enacted in lieu there-
of:
"Section 3. The City Council shall,
at the first regular meeting in Sep-
tember,
in each year, appoint a com-
mittee on assessments, consisting of
the entire City Council of the City of
.Dubuque. Such committee shall
constitute a Board for the equaliza-
tion of taxes, and shall have power to
equalize the assessments of all tax
payers by increasing or diminishing
the valuation of any kind of pro -
perty, or the entire assessment, of
any tax payer, as they may deem just
and necessary for the equitable dis •
tribution of the burden of taxation
upon all the property of the City; and
the Assessor shall meet with such
committee. The Auditor shall be the
clerk of such committee, and keep a
record of their proceedings. Said
Board of Equalization shall decide
.what assessments should, in their
opinion, be raised or diminished, add
any property omitted, and make an
alphabetical list of the names of the
individuals or corporations whose as-1
sessment it is proposed to raise and
added, and -post a copy of the same
in a conspicuous place in theplace '
of meeting of said Board and at the
door of the County Court house in
the City, and the committee shall, if,
in their opinion, some of the assess-
ments should be raised, hold an ad-
journed meeting with at least one
week intervening after posting said
notices before final action thereon,
which notices shall state the time
and place of holding such adjourned
meeting. And the Auditor shall give
immediate notice thereof by mall to
each person whose property is raised
or added, or to any partnership or
corporation, at his or their last
known Post office address, or as
shown by the assessment roll."
Section 3. This Ordinance shall be
in force and effect from and after its
passage by the City Council and
publication in the official newspapers
in :said City as provided by law.

Be It Ordained by the City Council
of the City of Dubuque:
Section 1. That the Farley &
Loetscher Manufacturing Co., a cor-
poration organized under the laws
of the State of Iowa, with principal
place of business in Dubuque, Iowa,
its successors and assigns, be and
they are hereby authorized to build
and perpetually maintain a shipping
platform eight feet wide, extending
from Sixth to Seventh Streets on the
west side of Jackson street, in con-
nection with a six -story building and
basement addition to their plant,
which addition and building will be
100 feet by 256 feet in dimensions;
said platform to be constructed will
extend from the:building line of their

property eight feet onto the sidewalk
'space, and have steps on both ends
thereof to be used as a sidewalk for
Pedestrians with a canopy roof over•
the same, so that, when constructed,
it will be seventeen feet above the
surface of the street and the estab-
lished grade thereof.
Section 2. In order that said com-
pany may build the platform above
stated it is given permission to re-
move the track which is now laid up-
on the eight feet of sidewalk space
where it intends to locate said plat-
form, and lay the same eight feet
farther east.
Section 3. The said company, its
successors and assigns, are hereby
authorized and empowered to ' build'
and lay a sidetrack on the east side
of the alley between Jackson and
White streets and running from Sixth
to Seventh streets, said track, when
laid, shall have a clearance of two
feet between the cars and the build-
ing owned by this company, and hav-
ing a rise of not to exceed six inches
from Sixth to Seventh street.
Section 4. The said company, its
successors and assigns are also here-
by authorized to build and maintain
perpetually a bridge across Seventh
street from City Lot No. 368 to Lot
No. 369, both Lots being owned by
this company.
Section 5. That said bridge shall
not be less than twenty -six feet in
height from the established grade of
said Seventh street to the under side
of said Bridge.
Section 6. That the said company,
its successors and assigns, being the
owner of the property adjoining the
sidewalk where the said platform and -
canopy are to be constructed, as pro=
vided in Section 1 hereof, and also
all the land on both sides of said
Seventh street where said bridge is to
be built, as provided for in Section 4
hereof, all of said property being in
what is known as the Original Town
of Dubuque by the acceptance of this
ordinance. hereby pernetn ^lly obli-
gates itself and themselves, to be-
come responsible to any person or
persons, firm or corporation sustain-
ing any injury or damage by reason
of the construction and maintenance
of said platform and canopy; or be-
cause of the sidetrack laid in the al-
ley between Sixth and Seventh streets;
or by reason of the construction and
maintenance of the bridge across Sev-
enth street, and hereby agree to hold
the City of Dubuque harmless and
free from all and any such loss, dam -.
age or litigation as may result from
the construction and maintenance of
the various things above stated.

Notice to Jewelers.
Sealed proposals will be received at
the City Recorder's Office up to 8:00
p. h.. Thursday, February 15th, 1917,
to clean, oil and wind the Town Clock
and make such necessary repairs, and
furnish such small necessary materi-
als, as may be required to keep said
clock in condition and running order
for the term of one year, from Feb-
ruary 16th, 1917.
Each bid must be accompanied by
a Certified Check of $25.00 on some
Dubuque Bank as a guarantee that a
contract will he entered into if
awarded.
The City Council reserves the right
to reeict any and all bids.
