Bid of Wm. Singrin: Grading in total,

Petition of George LeVan, et al,
protesting against the improving of
Walnut street between Rose street
and West Fourteenth with brick,

Ald. Wallis the petition was referred

Petition of the committee of abut-
ting property owners and tax payers
on Clay street and Couler avenue pro-
testing against the manner in which
those streets are being paved, pre-
sented and read. Ald. Callahan
moved to suspend the rules for the
purpose of allowing the petitioners
to address the council. Carried by
the following vote:

Attorney Lacy addressed the coun-
cil. On motion of Ald. Strobel the
petition was referred to the commit-
tee of the whole.
Petition of Mrs. M. P. Kenna, et
' al,.,protesting against the present im-
provement of Bluff and South Bluff
streets, presented and read. Ald.
Plamondon moved to receive and file
the petition. Carried by the follow-
ing vote:

Petition of Victor Arnold asking
the city council for permission to
erect a frame building at the foot of
11th street, presented and read. On
motion of Ald. Leist the petition was

Petition of John Ungs, asking the
city council to allow the curbing in
front of his property at the corner of
Ungs street and Seminary street to
extend a few feet out from the line
of the street, presented and read. On
motion of Ald. McLaughlin the pe-
tition was referred to the committee
of the whole to view the grounds.
Petition of Dubuque Sanitary Mfg.
Co., relative to the improving of
Jackson street beginning at Tenth
street and asking that in return for
their share of the expense that the
petition and proposed ordinance re-
lating to the extension of the Illinois
Central tracks at their place of busi-
ness be granted, presented and read.
On motion of Ald. Leist the petition
was referred to the committee of the
whole to view the grounds.
Petition of Mrs. Mary Cunningham,
asking the city council to accept the
sum of $50.00 in full settlement of
the special assessment levied against
Lots 127 and 128, Union Addition, in
the year 1894, presented and read.

the city council for permission to
erect a sign in front of their place of
business at 530 Main street, presented
and read. On motion of Ald. Mc-

Petition of Rose and Joe Trudell,
asking the city council to re- adjust
the assessment on street tax on Grove
street on the northeasterly half of

City Recorder Shea presented and
read the notice, certified to by the
publishers, of the city council's in-
tention to improve Jackson street

allowing any one present to address

publishers, of the city council's in-
tention to improve Twenty - fourth
street from the east property line of
Couler avenue to the west property
line of Jackson street, also the writ-
ten remonstrance of Joseph Marra.

man Cooper permission to operate a
merry -go -round on the vacant lot at
the corner of 14th and Elm streets,

ity company, stating that the bond of
Frank W. Hassett for blasting, ex-

Ald. Leist the communication was

view the grounds. Your Board of
Health, to whom was referred the
petition of the Fruit Dispatch Co.,
relative to oiling the sloughs at the
intersection of East Dodge and South
Main streets, would respectfully re-

Whereas, It is deemed necessary
and advisable by the city council of
the city of Dubuque to widen Cora
street and Exchange street, taking a
strip of Lot 7, Bonson & Stewart's
Addition, owned by Michael Mc-
Carten, and a strip of Lot 23, Stew-
art Subdivision, owned by Thos. Jac-
obsen, making said portion of said
street in accordance with the plans
of said widening prepared by the city
engineer and now on file in his office.
Therefore, Be it resolved by the
City Council of the City of Dubuque
that the city recorder be and he is
hereby instructed to issue a venire to
the chief of police, and to furnish
him with the 'names of the owners of
the property as furnished him by the
city engineer, and commanding him
to summon a jury of twelve free-
holders, citizens of said city and not
directly interested to appear at a
time and place therein stated, which
- time shall he not less than five days
from the date thereof, and that the
chief of police shall give the persons
named as owners of the property as
aforesaid (provided they be residents
of the city) of the time and place,
when and where the jury so sum-
moned shall appear.

proceedings thereupon had at the
time and place thus affixed shall be
in the manner as provided by Chap-
ter XXXI of the revised ordinances
of the city of Dubuque.

to grade, curb with new stone curb
where necessary and reset old stone
curb where' necessary, to repair the
present gutters where necessary and
to pave said portion of said street with
brick block with asphalt filler on a
concrete foundation and to assess the
cost of said grading, curbing, reset-
ting of curbs, repairing of gutters
and paving, against the property leg-
ally subject to assessment.

and the kind or kinds of material or
materials to be used, and an estimate
of the 'entire cost thereof, and the
amount and cost of such improve-
ment, and the amount assessable up-
on any railway or street railway com-
pany, the amount and cost thereof to
be paid by the city, if any, and the
cost thereof and amount assessable
upon each lot or parcel of land ad-
jacent to such improvement as con-
templated by Chapter 76 of the Laws
of the Thirty -fifth General Assembly
of the State of Iowa and acts amend-
ed thereby, and to file such plat and
estimate in the office of the city re-
corder; that after the filing of said
plat and estimate in his office, the
city recorder shall publish in three
consecutive issues of a newspaper
published in this city, a notice stating
that such plat and estimates are on
file, the location and nature of the

macadam foundation, the same in ac-

Gentlemen: Repeated and persist-
ent complaints have been filed in my
office relative to damage which is be-
ing done by chickens throughout the
city. The complaints are to the ef-
fect that people who own chickens
do not keep them confined upon their
own premises, but permit them to
wander upon the premise of their
neighbor and there find their food by
digging up flower' beds. lawns and
gardens, to the damage of such
neighbors. This year the complaints
are more emphatic than heretofore,
and there seems to be a good deal of
reason back of such complaints. This

for the improvement of Arlington
street, hereinafter described has been
computed that the cost and expense

City Council of the City of Dubuque,
That to provide for the cost of im-
proving Arlington street from the
west lot line of Highland Place to the
east curb line of Prairie street, the
mayor be and he is hereby required to
execute and deliver to the city re-
corder, to be by him registered and
countersigned, nineteen bonds for
two hundred and fifty dollars each
and one for two hundred eight and
35 -100 dollars, numbered 4884 to
4903, dated June 16th, 1917, payable
on or before seven years after the date
thereof, and bearing interest at the
rate of five per cent per annum, pay -

year many of the vacant lots through-
out the city have been converted into
garden spaces, with the intention of
assisting in the production of food
supplies. The movement for garden-
ing is nation wide, and has taken
hold here to a very large extent.
This being true, people who own
chickens should not be permitted to
destroy the fruits of the labor of
those who desire to perform a patri-
otic duty in the cultivation of food
supplies. In order to assist Uncle
Sam in his effort to feed his people,
I have prepared an Ordinance pro-
viding for the prohibiting of the
running at large of chickens. This
Ordinance is herewith submitted, and
I would recommend that the same
be passed unless some good reason
exists for not doing so.

tank under the sidewalk at No. 1105
Julien Ave., corner Julien Avenue and
Delhi Street in said city, and connect
a curb pump with said tank at said
place:
Now, therefore, in consideration of
the permission granted by the City
Council to place said gasoline tank
under the sidewalk at No. 1105 Jul-
ien Ave., corner Julien Avenue and
Delhi Street and also the curb pump,
as above specified, Frank Gregory.
proprietor of the Reliable Grocery
Co. agrees, and by these presents does
agree, to maintain said gasoline tank
and curb pump in a careful and safe
manner; and
IT IS FURTHER STIPULATED
AND AGREED that Frank Gregory,
proprietor of the Reliable Grocery
Co. shall alone be responsible for and
pay any and all- damages that may
grow out of any injuries sustained by
any person or which may happen to
any property by reason of the main-
tenance of said gasoline tank and
curb pump as the same may be ad-
judged by any court of Law or Equity.

be deemed an acceptance of the
conditions thereof.

alley, as above specified, the Iowa
Oil Company and Ryder Bros. agree,
and by these presents do agree, to
maintain said gasoline tank and curb
pump in a careful and safe manner;
and
IT IS FURTHER STIPULATED
AND AGREED that the Iowa t'il
Company and Ryder Bros. shall alone
be responsible for and pay any and
all damages that may grow out of
any injuries sustained by any person
or which may happen to any prop-
erty by reason of the maintenance of
said gasoline tank and curb pump as.
the same may be adjudged by any
court of Law or Equity.
The signing of this stipulation shall
be deemed an 'acceptance of the con-
ditions thereof.

Council met at 8:00 p. m.
Mayor Saul in the chair.

bel.
Absent —Ald. Wallis.
Mayor Saul stated that this meet-
ing is called for the purpose of act-
ing on resolutions for the condemn-
ing of the Rhomberg property at
Eagle Point for bathing beach pur-
poses and acting on any other busi-
ness that might properly come be-
fore a regular meeting of the City
Council.
Ald. Frith moved to suspend the
rules for the purpose of allowing any
one present to address the council.
Carried by the following vote:
Yeas —Aids. Callahan, Frith, Leist,
McLaughlin, Plamondon, Strobel.
Nays —None.
Absent —Ald. Wallis.
Ald. Wallis entered and took his
seat at + 8:05 p. m. Attorney Lyon ad-
dressed the council relative to the
condemning of the Rhomberg prop-
erty at Eagle Point for bathing beach
purposes. Ald. Frith moved that the
council take a recess of five minutes
to discuss the proposition made by
Attorney Lyon relative to the pur-
chasing of the Rhomberg property.
Carried. Council re- convened at 8:45
p. m.
Ald. Frith moved that the bill of
the Muntz Motor Co., in the sum of
$5500.00 for the purchasing of the
automobile combination hose carrier
and booster pump extinguisher, be
paid and warrants be ordered drawn
on the city treasurer covering the
same. Carried.
Ald. Wallis moved that the bill of
the Brandt Cashier Co., in the sum
of $171.00 for the purchasing of an
automatic cashier, be paid and a
warrant be ordered drawn on the city
treasurer covering the same. Carried.
Ald. Frith moved that the Muntz
Motor Car Co. be instructed to name
the new auto fire engine James Saul.

Ald. McLaughlin moved that the
city insure the new chemical and hose
wagon in the amount of $3500.00.
Carried.
Ald. Frith moved that the city
council accept the proposition of Mr.
Rhomberg made by Attorney Lyon
to purchase the property of Mr.
Rhomberg for the consideration of
$1500.00 for to use for bathing beach
purposes, $750.00 to be paid during
the year 1917 and the balance,
$750.00, without interest to be paid
during the year 1918. Carried.
Aid. Frith moved that the city at-

torney be instructed to prepare prop-
er deeds for the purchasing of the
Rhomberg property at Eagle Point.
Carried.
Ald. Frith moved that a warrant in
the sum of $500.00 be drawn on the
city treasurer against the expense
fund and a warrant in the sum of
$250.00 be drawn on the city treas-
urer against the bathing beach fund
in favor of the Rhomberg Estate,
said warrants to be turned over when
deeds are accepted. Carried.
Petition of Metz Mfg. Co., relative
to the improving of Seventeenth
street and asking the city council to
make provisions for the care of the
water at Seventeenth street and Rail-
road crossings, presented and read.
On motion of Ald. Wallis the city en-
gineer was instructed to prepare plans
for the care of the water and the city
attorney be instructed to look into
the legal end relative to preparing
plans. Carried.
Petition of F. Beutin, asking the
city council for the exclusive use of
River street between Tower street
and Bell street for loading cars, pre-
sented and read. On motion of Ald.
Frith the petition was referred to the
committee of the whole to view the
grounds.
Petition of Mrs. J. O'Leary, et al,
property owners in the block between
16th and 17th, Washington and Jack-
son streets, agreeing to the construe,
tioh of a frame duplex building on
Lot 86, East Dubuque Add., present-
ed and read. On motion of Ald. Stro-
bel the petition was made a matter
of record.
Ald. Frith moved that a warrant in
the sum of $105.00 be ordered drawn
on the city treasurer against the
bathing beach fund in favor of Henry
J. Gauvin for the furnishing of 100
barrels. Carried.
Ald. Wallis moved that the com-
mittee clerk be instructed to prepare
a list of all recognized insurance
agencies, showing how much each
company carries with the city. Car-
ried.
Ald. Frith moved that the matter
of investigating gasoline tanks at the
different engine houses be left in the
hands of the fire committee with
power. Carried.
Ald. Frith moved that the matter
of making excavation in the street at
Delhi and Grandview avenue for sew-
er connection, be left in the hands of
the Fourth ward alderman. Carried.
Ald. Plamondon offered the fol-
lowing:

Be it Resolved by the City Council
of the City of Dubuque, That the city
engineer be and he is hereby directed
to prepare a plat and specifications
for an eight -inch tile pipe sanitary
sewer in Exchange street from Cur-
tis street to Cora street and in Cora
street from Exchange street to a
point about seventy -five feet east of
Grandview avenue, showing the lo-
cations and general nature of such
improvement, the extent thereof, the
size and kind of material to be used,
and to prepare an estimate of the
cost thereof and the amount assess-
able upon each lot or parcel of land
adjacent to or abutting thereon per
front feet or square feet in area, and
to file such plat, specifications and
estimate in the office of city record-
er.
That after such plat is so filed, the
city recorder shall cause to be pub-
lished notice of the intention of the
council to make such improvement,
which notice shall be published in
three consecutive issues of the offi-
cial paper of the City of Dubuque,
stating that such plat is on file, and
generally the nature of the sewer, its
location, size and kinds of material
to be used, and the estimate of its
cost, and fixing the time before
which objections can be filed, which
time shall not be less than five days
after the last publication of said no-
tice, and after the completion of the
publication of such notice, he shall
at its next session, notify the council
thereof in writing with a printed
copy of such notice accompanying
the same.
