City Council, Special Session, September 26, 2003
Council met in Special Session at 5:00 P.M. in Conference Room B, City Hall
Present: Mayor Duggan, Council Members Cline, Markham Michalski, City Manager
Michael Van Milligen, Corporation Counsel Barry Lindahl.
Absent: Council Members Buol, Connors, Nicholson.
Mayor Duggan read the call and stated this is a special session of the City Council called for
the purpose of acting upon such matters that may properly come before the City Council.
Port of Dubuque Logging Properties Demolition and Site Clearance Project: City Manager
recommending award of the contract for the Port of Dubuque Logging Properties Demolition
and Site Clearance Project to WC Stewart Construction, Inc., upon motion received and filed.
Cline moved adoption of Resolution No. 347-03 Awarding contract to WC Stewart
Construction, Inc. Seconded by Michalski. Motion carried 4-0.
New Market Tax Application: City Manager recommending approval of a New Market Tax
Credit Application for Heartland Community Development, Inc., upon motion received and
filed. Michalski moved adoption of Resolution No. 348-03 Supporting a New Markets Tax
Credit Application for Heartland Community Development, Inc. Seconded by Cline. Motion
carried 4-0.
HUD Lead-Based Paint Award: City Manager recommending approval of the execution of a
$2.4 million Lead-Based Paint Award Agreement with the Department of Housing and Urban
Development, upon motion received and filed and approved recommendation.
Riprow Valley Conservation Easement: City Manager recommending approval of the
corrected version of the conservation easement with Iowa Natural Heritage Foundation for
property in the Riprow Valley Restoration Project, upon motion received and filed and
approved recommendation.
Vessel Systems Assignment of Development Agreement: City Manager recommending
approval of an assignment of a development agreement between Vessel Systems, Inc. and
Marke, L.L.C., upon motion received and filed and approved recommendation.
There being no further business, upon motion meeting adjourned at 5:11 P.M.
