Pyatigorsk Park will be located at 16th Street and Kerper Boulevard. This intersection is
one of the major gateways to the City and this development would enhance the
appearance of the area, serve as a trail head for the Heritage Trail Riveffront System
and provide parking and easy access, especially for the disabled, to the riveffront trails.
Planning Services Manager Laura Carstens recommends City Council approval of a
$160,000 Federal Recreational Trails grant application for Pyatigorsk Park to the Iowa
Department of Transportation.

INTRODUCTION
Enclosed are a resolution and a Federal Recreational Trails grant application for
Pyatigorsk Park to the Iowa Department of Transportation, for review and approval by
the City Council.
PROJECT DESCRIPTION
Pyatigorsk Park will be located at 16th Street and Kerper Boulevard and is named after
our Russian sister city. The basic design for the park was provided by a landscape
architect from Pyatigorsk, and then adapted by City Engineering staff to fit this site.
Cobblestones and pavers from historic Dubuque streets will be used in the design for
the park. The intersection at 16th Street and Kerper Boulevard is one of the major
gateways to the City and this development would enhance the appearance of the area,
serve as a trail head for the Heritage Trail Riverfront System and provide parking and
easy access, especially for the disabled, to the riverfront trails.
BUDGET IMPACT
Pyatigorsk Park is budgeted in the City's adopted FY04 - FY08 CIP for FY06 with DRA
distribution as the funding source. Pyatigorsk Park is a required construction element
of the America's River Project as part of the Vision Iowa grant agreement.

On August 14, 2003, the City submitted a $200,000 REAP grant application to the Iowa
Department of Natural Resources for Pyatigorsk Park. REAP does not require a local
match. On September 9, 2003, the IDNR voted to not fund the City's REAP grant
request for Pyatigorsk Park.
Unlike the REAP program, the Federal Recreational Trails grant program requires a
local match of 20%. For the estimated project cost of $200,000 the local match is
$40,000. The grant request is for $160,000 in federal funds. Administrative Services
Manager Pauline Joyce has informed me that if this grant is awarded, the federal funds
provide a portion of the City's match for the Vision Iowa grant.
Federal Recreational Trails grant applications are due to the Iowa Department of
Transportation by October 1. Planning Services staff will submit the application by
September 30, 2003 to meet this deadline. If the City Council does not approve the
application at their October 6, 2003 meeting, then staff will withdraw the application.
RECOMMENDATION
I recommend that the City Council approve the enclosed resolution authorizing the
submittal of a Federal Recreational Trails grant application for Pyatigorsk Park to the
Iowa Department of Transportation.

RESOLUTION AUTHORIZING A GRANT APPLICATION TO THE IOWA
DEPARTMENT OF TRANSPORTATION FOR FEDERAL RECREATIONAL TRAILS
FUNDS FOR PYATIGORSK PARK
Whereas, the City of Dubuque has identified Pyatigorsk Park as an important trailhead
facility to be developed as part of the Heritage Trail Riverfront System and Amedca's River
Project; and
Whereas, the Iowa Department of Transportation has Federal Recreational Trails
Funds for the development of trail-related projects; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a Riverfront
Plan that include goals for development of trailheads and public parks, along the Heritage Trail
Riverfront System.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign this resolution authorizing
application to the Iowa Department of Transportation for Federal Recreational Trails Funds for
Pyatigorsk Park.
Section 2. The Planning Services Manager is hereby authorized to submit the
application to the Iowa Department of Transportation for Federal Recreational Trail Funds for
Pyatigorsk Park.
Section 3. That in the event said application is approved, the City Council hereby
provides its written assurance that the completed project will be adequately maintained for its
intended use for a minimum of twenty (20) years following project completion.

This park was designed by a landscape architect in our sister city,
Pyatigorsk, Russia. Design of the park is intended to bring a flavor of Russia to
the United States and to serve as a trailhead for the Heron Pond Trail and
Jaycees Trail, both part of the Heritage Trail. This is a very busy section of the

On behalf of the Dubuque Jaycees, I am pleased to endorse the City of Dubuque's application for
construction of Pyatigorsk Park as part of the Federal Recreational Trails Program. As one of the largest
and most active community service organizations in our community, we see first hand the need for this
well-conceived addition to the city's park system.
Positioned at the southern end of the Dubuque Jaycees Trail portion of the Heritage Trail, Pyatigorsk
Park will be a significant stopping point for bikers and hikers as they traverse this scenic trail to
destinations north and south of the city. The nearby intersection of 16~ street and Kerper Boulevard
creates a natural spot for outdoor enthusiasts to take a break and watch the fiver run past in the Peosta
Channel before continuing on to the Port of Dubuque, Mines of Spain State Recreational Area or the
Heron Pond Wetlands Nature Trail. With its amenities and parking, it will be a major hub along the route
and will also serve as a viewing area for the annual Dubuque Jaycees Fireworks display on July 3 which
explode over the river just to the north at Lock and Dam 11.
We ask that you consider Pyatigorsk Park for funding from the Federal Recreational Trails Program. We
feel that it is in keeping with the intent of that program and is essential to the success of the Heritage Trail
system. It will be an asset to the community and to the state as we continue to welcome more and more
visitors to the western shores of the Mississippi River and beyond. Thank you.

Relationships with Pyatigorsk, Russia and Handan, China. We received a

me to be a perfect spot. It will connect two trail systems with each other, as

I am writing in support of the City of Dubuque's request for funding from the Federal Recreation Trails
Grant program to develop Pyatigorsk Park as a trailhead which will serve as a critical link to other
recreational trail components in and through the City of Dubuque.
As a parmer with the city in the ambitious and successful $188 million America's River project, we know
frrst-hand about the importance of creating public amenities that enhance the quality of life, provide for
healthful activities of local citizens and visitors, and reclaim and improve abandoned or underutilized
public space. In the case of Dubuque, over ten years ofplarmlng, fundraising and hard work by a broad
base of our citizenry in the private and public sectors has resulted in the reclamation of the riverfront and
the establishment of a n~tional interpretive center for the Mississippi River and other world class amenities
all joined by a network of trails or walkways. Indeed, the development in Dubuque is a major investment
in the future of Iowa attracting over 200,000 visitors July and August alone.
Steve, one of the major components of the Dubuque project is recreational trails. The city has constructed
the award-winning Mississippi Riverwalk on the Fourth Sheet Peninsula, Heron Pond Wetlands Nature
Trail on Schmit~ Island, Dubuque Jaycees Trail along the Peosta Chaunel of the Mississippi River, Heritage
Trail Stoltz Principal Route to the Mines of Spain on the south end of the city, and the Northend Trail
which will ultimately connect through the city to the county trail system.
The City has received funding to connect Heron Pond Wetlands Nature Trail and other recreational
amenities on Schmitt Island with Pyatigorsk Park via a trail using the 16t~ Street Bridge. We support the
city's subsequent decision to develop the park as a trailhead. The park is ideally situated and of sufficient
size to provide a site for this crucial link in our trail program. Given the current investment and the
anticipated future development of trails in the City, we ask that the state support the City of Dubuque's
request for $200,000 to develop Pyatigorsk Park as a trailhead - a vital hub for our nascent trail system.
As a key partuer in the success of Dubuque's America's River project, we support the continued
investment in what h~ become a model for rivcrfront redevelopmant for the rest of the state and the
region.
All over this country and throughout the world communities are refocusing long overdue attention on river
and lake fronts. Trails are a consistent ingredient in these successful redevelopment programs. Please
assist us In funding the trailhead development at Pyafigorsk Park by considering favorably the request for
support of this crucial connecting link.

Dear Steven:
The Dubuque Area Chamber of Commerce Convention and Visitors Bureau is writing
tins letter of support for the Federal Recreational Trails Program grant submitted by the
City of Dubuque for the Pyatigorsk Park Trail Head.
The Chamber Foundation has taken an active role in the support and fundraising of the
Heritage Trail as a part of the America's River project in Dubuque. The Foundation has
worked in cooperation with the City for the past 10 years to make riverfront recreation
oppommities a reality in our community. This connection is vital to the overall
development of the trail system that connects the Heritage Trail together;
Tins portion of the project represents a unique opportunity to provide those using the
Jaycees Trail and those tiding the entire Heritage Trail a rest stop along their route.
We see this trail head as a connector for the full trail project and its extension to the
Mines of Spain. Pyatigorsk Park Trail Head near Heron Pond wetlands and Jaycees Trail
and 32nd street coxmection will Provide handicap access at the comer of Kerper and 16th
Streets and also be an enhancement to the area that serves as a gateway into an industrial
boulevard.
This area will be used by many of the 1.5 million visitors that are projected to visit the
area each year as a result of the America's River project as well as the area employees
and residents.
