Van Milligen, City Manager SUBJECT: Replacement of Solid Waste Collection Vehicle #3419 DATE: October 8, 2010 Dubuque Wail M- AmedcaCity 1 2007 Public Works Director Don Vogt is recommending replacement of solid waste collection vehicle #3419 subject to a future budget amendment. The Fiscal Year 2010 Five -Year Equipment Replacement Schedule shows the truck scheduled for replacement in Fiscal Year 2012 for $30,000. Budget Director Jennifer Larson indicated the truck could be purchased now using available cash savings from Fiscal Year 2010. There is a cash balance of $136,491 in refuse after taking into account the 10% operating reserve and cash needed for capital items in refuse in Fiscal Year 2011. I concur with the recommendation and respectfully request Mayor and City Council approval. BACKGROUND #3419 is a 2002 Chevrolet Silverado 1500 pickup truck, which was purchased and put into service on October 21, 2001. It is used daily by the solid waste collection activities' Lead Sanitation Driver to monitor crew performance, investigate citizen complaints, pick up missed collections, deliver carts and bins, and monitor known illegal dumping areas. As of today, it has 123,329 "city miles" on its odometer. DISCUSSION The attached memorandum from Resource Management Coordinator Paul Schultz provides additional relevant information. I agree with Paul that the truck was originally budgeted to be replaced in FY10 and that it was "bumped" due to the poor condition of the solid waste collection utility fund at that time. I also agree that the City would be better - served to replace the truck now than wait until FY12. ACTION STEP Your authorization to solicit bid proposals for a replacement unit is requested. Schultz, Resource Management Coordinator SUBJECT: Replacement of Truck #3419 4WD Pickup Dubuque kratil Al4msdca 2007 September 23, 2010 The purpose of this memorandum is to request permission to replace truck #3419 in FY11. It was originally scheduled for replacement in FY10 but constraints in the 670 Fund Balance led us to adjust the estimated service life and push replacement back to FY12. This truck was purchased on 10 -20 -01 and now has recorded 123, 000 miles. Its primary use has been in handling daily customer service issues, collecting bulky items, accommodated late put -outs, misses and illegal dumps, making tipper cart and other deliveries, and route supervision performed by Lead Sanitation Driver Dave Sitzmann. These city miles, with heavy start and stop wear and tear, are very hard on a truck. Maintenance Supervisor Kevin Cornwell estimates that this use is equivalent to 200,000 normal vehicle miles. The truck is starting to show rust and the transmission is getting loose. Kevin recommends that it be replaced as soon as possible to avoid major maintenance costs and to get the best resale value. He also recommends adding both a back rack to protect the rear window and secure items and a 1,000 pound "Tommy Lift" to raise heavy items and reduce employee injuries. The FY10 Five -Year Equipment Replacement Schedule shows the truck scheduled for replacement in FY12 for $30,000. Budget Director Jenny Larson indicated that we could request to purchase the truck now using available cash savings from FY10. There is a cash balance of $136,491 in refuse after taking into account the 10% operating reserve and cash needed for capital items in refuse in FY11. Kevin estimates that the replacement with added features should come in within budget.
