The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant's agent spoke in favor of the request, reviewing the location of the
property access and reason for the lot split.
Staff reviewed that the Plat is being jointly reviewed by the County and city of Dubuque,
that Rocky Hill Lane is not a private or public street, thus the Commission is being
asked to waive the lot frontage requirement for Lot 2.
There were no public comments.

to the submitted Plat.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.

SUBJECT: Final Plat Lot 1 and Lot 2 of Westwood Heights No. 2, Dubuque County
INTRODUCTION
The submitted Final Plat of Westwood Heights No. 2 resubdivides two existing
properties to facilitate a transfer of property from one property owner to another. The
subject property is located in Dubuque County near the intersection of Middle Road and
Rocky Hill Lane.
DISCUSSION
The submitted Final Plat Lot 1 and Lot 2 of Westwood Heights No. 2 resubdivides 15.5
acres to facilitate the transfer of property from one property owner to another. The
Zoning Advisory Commission is reviewing this Final Plat as it is within two miles of the
City corporate limits and the reconfigured Lot 2 does not have frontage on a public or
approved private street. Rock Hill lane is considered a driveway by Dubuque County.
The submitted Final Plat does not result in any additional building lots. Planning staff
has no objection to the submitted Final Plat.
RECOMMENDATION
Planning staff recommends that the Final Plat of Lot 1 and Lot 2 of Westwood Heights
No. 2 be approved, subject to waiving the lot frontage requirement for Lot 2.

RESOLUTION NO. 397-10
RESOLUTION APPROVING THE FINAL PLAT LOT 1 AND LOT 2 OF WESTWOOD
HEIGHTS NO. 2 IN THE COUNTY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk the Final Plat Lot 1 and Lot 2 of
Westwood Heights No. 2 in the County of Dubuque, Iowa; and
Whereas, said Final Plat provides 0 feet of frontage for Lot 2 on a public street or an
approved private street, where 50 feet is required by Section 11 -14 of Title 16 of the City of
Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and
had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statues and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11 -14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 0 feet of frontage on a public street or an
approved private street for Lot 2.
Section 2. That the Final Plat Lot 1 and Lot 2 of Westwood Heights No. 2 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa upon said final plat.
