City Engineer Gus Psihoyos is recommending acceptance of the following construction
contracts for the National Mississippi River Museum and Aquarium Rivers Center

All contracted work (excluding No. 6 - Geothermal Well Systems) was completed within
2 - 10% of the original contract amounts, which was within the budgeted project
contingency. However, contract No. 6 - Geothermal Well Systems was 49.7% over the
original contract amount, which resulted from additional extra work required to perform
hydo -vac soil excavation under the main level floor to allow for the installation of new
mechanical and electrical systems.
The project will be funded by the Rivers to the Sea Exhibit Grant in the amount of
$4,496,475.00, with the remaining cost ($1,253,469.53) paid directly by the Dubuque
County Historical Society. The City was the sponsor of the grant but did not contribute
any funds to the project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution provides for the acceptance of the construction contract for the
National Mississippi River Museum and Aquarium Rivers Center Project - Phase II.
The National Mississippi River Museum and Aquarium Rivers Center Project - Phase II
involved the adaptive reuse of the former Iowa Welcome Center and the Diamond Jo
Portside building at the Port of Dubuque by the National Mississippi River Museum and
Aquarium for the creation of the National Rivers Center and Rivers to the Sea Exhibit
facility.
This project provided for the remodeling of the existing building that was previously
used for restaurant and office space for the Diamond Jo Casino. The building exterior
had minimal work done to it except for the west entrance and the second floor on the
southwest corner of the building where a new theater was added. A new roof was
installed on the south two story section of the building. A salt water tank aquarium was
added that requires part of the existing floor structure to be removed and a new
reinforced concrete floor system to be installed. Other structural modifications were
included within the building. The majority of the buildings existing mechanical and
electrical systems were replaced with new efficient systems. A new food service kitchen
was installed that serves as a new dining area.
This project consisted of six individual contracts: Contract No. 1 - general construction;
Contract No. 2 - food service; Contract No. 4 - plumbing systems; Contract No. 5 -
HVAC systems; Contract No. 6 - geothermal well systems; and Contract No. 7 -
electrical systems. The project also included interior theater build -out and the
associated acoustical soundproofing.
DISCUSSION
The National Mississippi River Museum and Aquarium Rivers Center Project, Phase II
was completed as follows:

The Dubuque County Historical Society (DCHS) and the City, as the local sponsor,
secured a Federal Appropriation through SAFETEA -LU legislation in the amount of $5
million for the Museum - Rivers to the Sea Exhibit project. After federal obligation
limitations are applied, the grant total is approximately $4,530,695. The project will be
funded with 20% Dubuque County Historical Society funds and 80% federal funds up to
the maximum grant amount. The City is the sponsor of the grant but will not contribute
any funds to the project.
