That the Ordinance en- titled "An Ordinance providing for the appointment of a Market Master, defining his duties, establishing and regulating market, and appointing public weighers, and defining their duties," the same being Chapter 22 of the Revised Ordinances of the City of Dubuque of 1901, be, and the same is hereby amended by adding thereto the following section: "Section 7 / That between the hours of 6 a. m. to 11 a. m. and 5 p. m. to 9 p. m. no person or persons, firm or corporation shall be per- mitted to maintain or place any stand, article, wares or merchandise, or any other obstruction of any kind whatsoever upon that portion of the sidewalk, or. sidewalk space, abutting their property which is immediately next to the lot line, or known as the inside of the sidewalk, within the fol- lowing described territory: On the east side of Iowa Street from 13th to 11th Streets; on the writ side of Clay Street from 13th to llth Streets; on the west side of White Street from 12th to llth Streets; on the north and south side of 12th Street from Iowa Street to White Street. The intent and purpose of this sec- tion is to have as little obstruction upon the sidewalk within the describ- ed territory as possible during the hours that the public market is be- ing held, and to compel all persons who desire to exhibit their wares or merchandise to place their stands near the outer edge of the curbing. Plamondon offered the follow- ing: :Be it Resolved by the City Council of the City of Dubuque, that the 2ity engineer be and he is hereby directed to prepare a plat showing generally the location, nature and extent to the proposed improvement of Cora street from the south property line of the alley between Dodge street and Curtis street to the east property line of Grandview avenue, and the kind or kinds of material or materials to be used, and an estimate of the entire cost thereof, and the amount and cost of such improvement, and the amount assessable upon any railway or street railway company, the amount and cost thereof to be paid by the city, if any, and the cost thereof and amount assessable upon each lot or parcel of land adjacent to such improvement as contemplated by Chapter 76 of the Laws of the Thirty -fifth General As- sembly of the State of Iowa and acts amended thereby, and to file such plat and estimate in the office of the city recorder; that after the filing of said plat and estimate in his office, the city. recorder shall publish in three consecutive issues of a news- paper published in this city, a notice stating that such plat and estimates are on file, the location and nature of the improvement, kind or kinds of material or materials to be used, and an estimate of its cost, and the time before which objections thereto can be filed, and the time fixed for hear- ing, which time shall not be less than five days after the last publication of such notice, and after such publica- tion shall have been made, the city recorder shall, at the next regular session of the city council, notify the council thereof in writing, with a printed copy of such notice accom- panying the same. Present Aldermen Callahan, Frith, Leist, McLaughlin, Plamondon, Stro- bel, Wallis. Mayor Saul stated that this meet- ing is called for the purpose of issuing additional bonds for the improvement of Clay Street, Eighteenth Street and Couler Avenue, from the north prop- erty line of Third Street to the north property line of Twenty - second Street and acting on any other business that might properly come before a regu- lar meeting of the City Council -. A SUPPLEMENTAL RESOLUTION. Alderman Wallis offered the follow- ing: Whereas, The contract heretofore entered into by the City of Dubuque for the improvement of Clay Street, Eighteenth Street and Couler Avenue hereinafter described has been com- pleted, and the City Engineer has computed that the cost and expense of said improvement amount to $47,- 066.58; and, Whereas, on June 22, 1917, the City Council of the City of Dubuque pass- ed a resolution calling for the execu- tion of bonds to pay for said improve- ment in the following denomination: One hundred and eighty bonds for Two hundred and fifty dollars each and one for Two hundred and six and 58 -100 dollars, said bonds being num- bered 4942 to 5122, both inclusive, and bearing .date of July 23rd, 1917; and, Whereas, It has been discovered that an error has been committed in figuring the amount of bonds neces- sary to pay the amount of said im- provement. Whereas, It is deep od r ceessa, y to issue eight additional bonds to pay for said improvement in the denomina- tions hereinafter stated so that the whole amount necessary to pay for said improvement may he ,•ealized, namely, the sum of 347,066.58. Therefore, Be it resolved by the City Council of the City of Dubuque, that to provide the additional amount necessary to pay for the cost of im- proving Clay Street, Eighteenth Street and Couler Avenue from the north property line of Third Street to the north property line of Twenty - second Street, the Mayor be and he is hereby required to execute and deliver to the City Recorder, to be by him register- ed and countersigned, seven bonds for Two Hundred and Fifty Dollars each and one bond for One Hundred and Ten Dollars, said bonds being num- bered 5123 to 5130, both inclusive, dated August 23rd, 1917, payable on or before seven years after the date hereof, and bearing interest at the Late of five per cent per annum, payable semi - annually. That the Ordinance en- titled "An Ordinance providing for the appointment of. a Market Master, defining his duties, establishing and regulating market, and appointing public weighers, and defining their duties," the sane being Chapter 22 of the Revised Ordinances of the City of Dubuque of 1901, be, and the same is hereby amended by adding thereto the following section: "Section 7 That between the hours of 6 a. m. to 11 a. m. and 5 p. m. to 9 p. m. no person or persons, firm or corporation shall be per- mitted to maintain or place any stand, article, wares or merchandise, or any other obstruction of any kind whatsoever upon that portion of the sidewalk, or sidewalk space, abutting their property which is immediately next to the lot line, or known as the inside of the sidewalk, within the fol- lowing described territory: On the east side of Iowa Street from 13th to 11th Streets; on the west side of Clay Street from 13th to .11th Streets; on the west side of White Street from 12th to 11th Streets; on the north and south side of 12th Street from Iowa Street to White Street. The intent and purpose of this sec- tion is to have as little obstruction upon the sidewalk within the describ- ed territory as possible during the hours that the public market is be- ing held, and to compel all persons who desire to exhibit their wares or merchandise to ' place their stands near the outer edge of the curbing. This section is further intended to Official Notices. 283 act as a limitation upon the privileges granted by Section 17 of Chapter 33 of the Revised Ordinances of the City of Dubuque of 1901.
