session at 6:30 p.m. on
March 1, 2011 in the
Historic Federal Build-
ing.
Present: Mayor Buol,
Council Members
Braig, Connors, Jones,
Lynch, Resnick, City
Manager Michael Van
Milligen
Mayor Buol read the
call and stated this is a
special session of the
City Council called for
the purpose of discus-
sing various City de-
partmental budgets.
Public Hearing
Upon motion the rules
were suspended allow-
ing anyone present to
address the City Coun-
cil.
2011 Community De-
velopment Block Grant
Annual Action Plan:
Community Develop-
ment Specialist Aggie
Tauke introduced
members of the Com-
munity Development
Advisory Commission
and presented the
Community Develop-
ment Block Grant Fis-
cal Year 2012 Annual
Action Plan and budg-
et. CDAC Vice Chair-
person Ann Michalski
stated that community
development programs'
are seriously at risk at
the federal level add-
ing that these pro-
grams have a large im-
pact on the communi-
ty.
Upon motion the rules
were reinstated limit-
ing discussion to the
City Council.
Departmental
Budget Review
Fiscal Year 2012 De-
partmental Budgets
were presented by
staff from the follow-
ing departments: Hous-
ing and Community De-
velopment Depart-
ment, Carnegie -Stout
Public Library, Finance
Department, and the
Dubuque Regional Air-
port.
Housing and Com-
munity Development:
Housing and Communi-
ty Development Direc-
tor David Harris pre-
sented the Fiscal Year
2012 budget for this
department. Respond-
ing to questions from
City Council, Mr. Harris
and Assisted Housing
Supervisor Janet Walk-
er stated that efforts
are being made to
meet the goal of 900
Section 8 housing
vouchers; the majority
of graduates from the
Getting Ahead in a
Just-Gettin'-by World"
program stay in Dubu-
que; and the goal for
the Family Self -
Sufficiency program is
75 as required for HUD
funding.
Carnegie -Stout Public
Library: Library Direc-
tor Susan Henricks in-
troduced Library Board
of Trustees members
and staff and present-
ed the Fiscal Year 2012
budget for this depart-
ment. Ms. Henricks
clarified some of the
outstanding construc-
tion issues related to
the recent Library ren-
ovation.
Finance Department:
Finance Director Ken
TeKippe introduced
staff and presented the
Fiscal Year 2012 budg-
et for this department.
Braig addressed im-
provement package 3
regarding the pro-
rating of benefits for
part-time finance posi-
tions.
Dubuque Regional Air-
port: Acting Airport
Manager Todd Dalsing
introduced Airport
Commission members
and staff and present-
ed the Fiscal Year 2012
budget for this depart-
ment on behalf of Air-
port Manager Robert
Grierson who is cur-
rently on military de-
ployment. Responding
to questions from City
Council, Mr. Dalsing
stated that the new
passenger terminal is
expected to be com-
pleted in 2016 and the
old terminal will be
rented out.
Closed Session
Motion by Jones to go
into closed session at
8:34 p.m. regarding
pending litigation pur-
suant to Chapter
21.5(1)(c) Code of Io-
wa. Seconded by Braig.
Motion carried 6-0.
Upon motion the City
Council reconvened in
open session at 10:16
p.m. -
Motion by Braig to ap-
prove the proposed
settlement agreement
of Port of Dubuque
Public Parking Facility
Lawsuit. Seconded by
Jones. Motion carried
6-0.
There being no fur-
ther business, upon
motion the City Council
adjourned at 10:19 p.m.
