Approve Minutes of September 5, 2003
Commissioner Wertzberger moved to approve the minutes of September 5,
2003. Seconded by Duehr, passed unanimously.

Request Dennis Richey to Address the Commission Regarding the Civil
Service Process for Equipment Operator II
Mr. Richey distributed a copy of a memorandum dated January 11, 2002 from
Michael Brekke, Water Distribution Supervisor to Bob Green, Water Department
Manager, which appointed him to the position of Equipment Operator II effective
December 28, 2001. He stated that he has been working in this position since
that time and, therefore, should be exempt from taking the written examination
for the position of Equipment Operator II. His request to the Commission was
that he be allowed to use his experience in performing the duties of the position
in place of the written test, that his name be put on the list for the position, and
that he would be eligible to be interviewed for the position.
Personnel Manager Randy Peck stated that this was a temporary appointment
and, as such, the person in the temporary position is required by law to take the
written examination for the position when one is scheduled.
The Commission discussed the Civil Service law and explained to Mr. Richey
that Civil Service positions are filled by written promotional examination or
entrance examination and that it would not be fair to other employees if he were
allowed to bypass the testing process.
Commissioner Wertzberger moved to deny the request of Dennis Richey to not
take the written examination for the position of Equipment Operator II.
Seconded by Duehr, passed unanimously.
3. Request to Schedule Examination for the Position of Equipment Operator I

4. Request to Schedule Examination for the Position of Truck Driver.
This item was tabled to the meeting of September 25, 2003.
There being no further business, Wertzberger moved to adjourn. Seconded by Duehr.
Unanimously approved and meeting adjourned at 9:28 a.m.
