Duggan and Members of the City Council October 10, 2003 Claim Against the City of Dubuque by Kristina Keuter Claimant Date of Claim Date of Loss. Nature of Claim Kristina Keuter 10/01/03 09/25/03 Vehicle Damage This is a claim in which the claimant alleges that while her vehicle was parked in the City parking lot located at 9th and Iowa Streets, City of Dubuque Parking Division employees painted the meters, resulting in paint on her vehicle. According to the report of Tim Horsfield, it was determined that staff from the Parking Division was in fact painting parking meters in the City parking lot located at 9th and Iowa Streets, on the day referenced in the claim. Mr. Horsfield also reports that he observed claimant's vehicle and saw what appeared to be speckles of gray/silver paint on the hood and fenders of claimant's vehicle. It is therefore the recommendation of Tim Horsfield to approve this claim for the amount of the lowest submitted estimate of $141.78. The Legal Department concurs with this recommendation. During the course of that review, it was determined that staff from the Parking Division was in fact painting parking meters in this particular lot on the day referenced in the claim. I also had the opportunity to observe Keuter's vehicle and did observe what appeared to be speckles of gray/silver paint on the hood and fenders of the car. In conclusion, I would recommend the City of Dubuque reimburse Kristina Keuter for the amount of $141.78 as indicated in the lowest estimate from Willis Auto Body.
