Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
Staff reviewed the submitted Plat of Survey indicating that the lot split facilitates
construction of the new Carter Road detention basin.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that Lot 1 already has a
single-family home on the property, and that waiving the lot frontage requirement for Lots
1 and 2 will not adversely impact adjacent property.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majodty vot~ is needed for the City Council to approve the request.

SUBJECT: Plat of Survey of Lot 1 and Lot 2 of White's Place
INTRODUCTION
The submitted plat of survey of Lot 1 and Lot 2 of White's Place facilitates development
of a new storm water detention basin west of Carter Road. The submitted plat of survey
subdivides an existing parcel of land into two lots with the City of Dubuque purchasing
Lot 2.
DISCUSSION
The submitted plat of survey of Lot 1 and Lot 2 of White's Place facilitates construction
of an earthen dam structure that will create a new storm water detention basin to help
control storm water on the north side of Dubuque. The City of Dubuque is purchasing
Lot 2 from the current owner to allow for the construction of the proposed dam.
The Zoning Advisory Commission is reviewing this plat of survey as the two lots created
do not have frontage on existing public or pdvate street. Lot 1 currently has a single
home located on the property owned by the proprietor, Steve and Michelle White.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the
submitted plat of survey of Lot 1 and Lot 2 of White's Place subject to waiving the lot
frontage requirement for Lots 1 and 2,

RESOLUTION NO. 387-03
RESOLUTION APPROVING THE PLAT OF SURVEY LOT 1 AND LOT 2 OF
WHITES PLACE NO 2.
Whereas, there has been filed with the City Clerk a Plat of Survey Lot 1 and Lot
2 of Whites Place No. 2; and
Whereas, Lot 1 and Lot 2 have 0 feet of lot frontage where 50 feet of lot frontage
is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, said survey plat has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 1 and Lot 2 to have 0 feet of lot frontage, where 50 feet of lot frontage is
required.
Section 2. That the Plat of Survey Lot 1 and Lot 2 of Whites Place No. 2 is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said final plat.
