Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the proposed lot splits.
Staff reviewed the platting history of the property and indicated the submitted final plat
facilitates development of a senior housing project.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted plat is
in substantial compliance with the City's Subdivision Regulations, except for lot frontage.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving lot frontage requirements for Lots 1, 2 and 3.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Medical Associates Subdivision No. 3
INTRODUCTION
The submitted final plat of Medical Associates Subdivision No. 3 is considered a minor
final plat as it subdivides an existing parcel into throe or more lots. The subject property
is located on the east and south sides of the Medical Associates campus.
DISCUSSION
The submitted final plat facilitates the development of Lot 10 Medical Associates
Subdivision for a new senior housing campus. The submitted final plat subdivides three
small parcels into Lots 1, 2 and 3 from what is currently designated as LotA. These
small parcels facilitate development of 11 two-unit condominium buildings that will be
constructed as part of the proposed project. The land was dedicated to the City as
open space when the Medical Associates campus was first developed and the City is
now transferring the parcels back to facilitate the new senior development.
The Zoning Advisory Commission is being asked to waive the lot frontage requiroments
for Lots 1, 2 and 3 as they do not have any frontage on public or pdvate streets.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the final plat
of Medical Associates Subdivision No. 3 subject to waiving the lot frontage requirements
for Lots 1, 2 and 3. The submitted final plat is in all other respects in compliance with
the City of Dubuque's Subdivision Regulations.

RESOLUTION NO. 388-03
RESOLUTION APPROVING THE FINAL PLAT OF MEDICAL ASSOCIATES
SUBDIVISION NO. 3 IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Final Plat of Medical
Associates Subdivision No. 3 in the City of Dubuque, Iowa; and
Whereas, said Final Plat provides Lots 1, 2 and 3 with 0 feet of lot frontage,
where 50 feet is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, said Final Plat has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lots 1, 2 and 3 with 0 feet of lot frontage, where 50 feet is required.
Section 2. That the Final Plat of Medical Associates Subdivision No. 3 is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said Final Plat.
