The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, indicating that plat provides three (3) new single-family home building lots. Staff reviewed the submitted plat, noting that Lot 1 is being dedicated to the City for right-of-way purposes. There were no public comments. The Zoning Advisory Commission discussed the request, noting that the submitted plat is in compliance with the City of Dubuque SubdiviSion Regulations. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Kdtz, Associate Planner SUBJECT: Final Plat of Sullivan's 2nd Addition INTRODUCTION The submitted Final Plat of Sullivan's 2nd Addition subdivides an existing parcel of land into four new lots. The subject property is located along West 32nd Street and is owned by James A. and Anita M. Sullivan. DISCUSSION The submitted final plat of Sullivan's 2nd Addition is considered a major plat as Lot A is being dedicated to the City of Dubuque for right-of-way purposes. The submitted final plat subdivides an existing parcel of land into four lots creating three new single-family building lots. Lot A will be dedicated to the City of Dubuque to provide additional right-of-way to West 32nd Street. The three building lots created do have sufficient lot area and frontage to meet City subdivision regulations. RECOMMENDATION Planning staff recommends that the Final Plat of Sullivan's 2nd Addition be approved as it is in substantial compliance with the City of Dubuque Subdivision Regulations. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the dedication of West 32"d Street (Lot A) as it appears upon said Final Plat, be and the same are hereby accepted. Section 2. That the Final Plat of Sullivan's 2"a Addition is hereby approved and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa upon said Final Plat. Section 3. Sidewalk installation shall be the responsibility of the owner abutting the public rights-of-way, including lots with multiple frontages, as required by City Code 41-161 through 41-164. The responsibility shall extend to all successors, heirs and assignees. Sidewalk installation will not be required until the development of the lot has been completed, except as required herein. In sparsely developed subdivisions, sidewalks on developed lots will not be required until 50% of the lots approved by the plat have been developed.
