Library Roof Replacement Project
Library Director Susan Henricks is recommending acceptance of the Library Roof
Replacement Project, as completed by Jim Giese Commercial Roofing, in the final
contract amount of $44,378.
During the roofing project, an upper roof ladder was installed to facilitate safe access to
upper and lower roofs, at a cost of $1,395. Although the $1,395 does represent an
increase over the awarded estimate, it still offers a savings of 29% over the original CIP
estimate for the roof replacement.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the closure and completion of the Library's roof
replacement project to the 1980 addition.
BACKGROUND
On March 17, 2003 the City Council awarded the contract for the Library's roof
replacement to the 1980 addition to Jim Giese Commercial Roofing in the amount of
$42,983.
DISCUSSION
The roofing project has been completed and inspected by Architect Steve Ulstad and the
Library Board of Trustees who has found the project completed according to the terms of
the contract, plans and specifications. During the course of the work it was realized that
there was not a safe way for Library maintenance workers to get from the upper roof to the
lower roof without gripping the upper roof by the hands and trying to lower the body down.
Returning to the upper roof required a great deal of upper body strength in order to pull up
to climb over the top roof. This was becoming increasingly difficult for Maintenance staff to
do. During the roofing project an upper roof ladder was installed to facilitate safe access to
both roofs at a cost of $1,395. Although the $1,395 does represent an increase over the
awarded estimate, it still offers a savings of 29% over the original ClP estimate for the roof
replacement.

RECOMMENDATION
I would recommend that the City Council accept the improvements and recommend that
the final contract amount be established at $44,378 and the balance due on the project be
paid to Jim Giese Commercial Roofing from the Capital Improvement Budget of the City of
Dubuque, Iowa.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution accepting the improvement
and establishing the final contract amount for the Carnegie Stout Public Library roof
replacement project for the 1980 addition.

RESOLUTION NO. 396-03
ACCEPTING IMPROVEMENT
Whereas, the contract for the roof replacement for the 1980 addition to the
Carnegie Stout Public Library has been completed and Steve Ulstad, Amhitect
and the Library Board of Trustees has examined the work and found that the
same has been completed according to the terms of the contract, plans and
specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvement be and the same is hereby accepted
BE IT FURTHER RESOLVED that the City Treasurer be hereby directed
to pay to the contractor Jim Giese Commemial Roofing the sum of $44,378.

RESOLUTION NO. 397-03
FINAL ESTIMATE
Whereas, the contract for the roof replacement for the 1980 addition to the
Carnegie Stout Public Library has been completed and Steve Ulstad, Architect
and the Library Board of Trustees has examined the work and found that the
same has been completed according to the terms of the contract, plans and
specifications and recommends its acceptance. Jim Giese Commercial Roofing
has submitted his final invoice showing the cost thereof including the cost of
estimates, notices and inspection and all miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CiTY OF DUBUQUE, iOWA:
Section 1. That the cost of said improvement is hereby determined to
be $44,378 and the said amount shall be paid from the Capital Improvement
budget of the City of Dubuque, Iowa.
