ARTICLE II. ENVIRONlVIENTAL STEW-
ARDSHIP ADVISORY COMMISSION
Sec. 18.5-21. Created; Composition:
There is hereby created an Environmental
Stewardship Advisory Commission, wl~ich shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
bet representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environmen-
talfoiological science, health care, busi-
ness/industry, and environmental/civic groups.

Sec. 18.5-22. Application And Appoint-
ment Process:
The appointment process to the Commission
by the City Council shall include at least the
following:
(1)
An application form requesting basic
information on the education, training,
experience, expectations and other quali-
fications of the applicant;
(2)
Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3)
A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the
Commission. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-23.
Term; Term Limits; Filling
Of Vacancies; Compensa-
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June i of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
thirds (2/3) of all members of the City Council.
A vacancy on the Commission caused by res-
ignation or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18.5-24. Duties:
The duties of the Commission shall be as
follows:
(1)
To develop, articulate and propose goals,
objectives and policies for the steward-
ship of the City's environment and it's
ecological systems for present and future
generations. An initial report to City
Council should be completed within a
year and thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

achieving the City's environmental quali-
ty goals.
To advise and inform the City Council on
environmental stewardship issues, in-
cluding the implementation of and com-
pliance with, legislation, regulations and
policies.
To hold public forums on specific issues
at the direction of the City Council.
To provide, upon request, to other
boards, commissions and City depart-
ments information for environmental
educational programs, educational mate-
rials, and environmental volunteer op-
pertunities.
To provide input to the Long-Range
Planning Advisory Commission regarding
environmental stewardship issues in the
Comprehensive Plan. (Ord. 64-93, § 1,

All meetings of the Commission shall be held
in accordance with the provisions of the Iowa
Open Meetings Law.
The Commission shall file with the City Clerk
a copy of the minutes of each meeting of the
Commission within ten (10) working days after
such meeting. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-26. Procedures For Operation:
All administrative, personnel, accounting,
budgetary and procurement policies of the City
shall govern the Commission in all its opera-
tions. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-25. Organization:
The Commission shall choose annually, at its
first meeting of the fiscal year, one of its mem-
bers at act as chairperson, and another of its
members to act as vice- chairperson, to perform
all of the duties of the chairperson during the
chairperson's absence or disability. The Com-
mission shall adopt such rules and regulations
governing its organization and procedures as it
may deem necessary.
The Commission shall meet as necessary to
fulfill the purpose for which the Commission
was created.
Members of the Commission shall attend at
least two-thirds (2/3) of all regularly scheduled
meetings within any t~velve (12) month period.
If any member fails to attend such prescribed
number of meetings, such failure shah consti-
tute grounds for the Commission to recommend
to the City Council that said member be re-
placed. Attendance of all members shah be
entered on the minutes.

Title: Office Assistant
My father owed his own architecture firm in Dubuque, Iowa and I grew up working part-time
at his office. One project with existing and historic structures involved an American
Disability ^ct (ADA) survey of Dubuque's public buildings. The survey involved visiting
vadous sites and measuring relevant architectural features for compliance. A summary was
created and submitted to the city for long-term planning.

Title: Research Assistantship
I had three assistantships during my graduate school career. The first assistantship
involved developing marketing brochures, with building summaries and scaled down floor
plans, for distribution to potential buyers interested in the turn of the century campus.

Title: Residence Hall Facilities Department Lead Designer
My other relevant assistantship was with the Iowa State University Residence Hall. The ISU
residence halls are a series of aging buildings with numerous maintenance issues. I worked
as the lead-designer for internal projects constructed by the in-house staff. The projects
involved code compliance, fire marshal reports, routine maintenance projects and the design
of computer labs and hall director dormitories. I worked directly with in-house carpenters,
HVAC, plumbers and electrical journey level employees to design and construct each
project.
Shive-Hattery, Architects & Engineers, Inc., Cedar Rapids, IA · 8/96 to 7/98

Shive-Hattery is a multi-discipline firm. I worked on the commercial team and I often drafted
for the project amhitect, structural, mechanical and electrical engineers. I developed my
interest in historic buildings after realizing I had a good understanding of existing structure
and how to work within that framework. I attribute my abilities to Jim Judy, the director of the
ISU Residence Hall Facilities Department. I changed my thesis for the last time when I
found a historical project working with the curator of the Galena Historical Museum. He
presented me with three locations to relocate Galena's historical museum. I chose the site
of the1859 Histodc Post Office for the relocation. I started collecting information from the
· National Park Service about preservation and talked with the Shive-Hattery preservation
architect. Two projects that I worked on at Shive-Hattery that are relevant are the United

Airlines remodel in Cedar Rapids, Iowa and the University of Northern Iowa Gymnasium
remodel. In each project I was able to create existing drawings and be within a %" of the '
actual wall locations. This is relevant because when creating Historic American Building
Survey (HABS) drawings you need to measure to the 1/8".

I worked a short time for an interior design firm consulting ~or MicroSoft. They created a
shell and core team and tried to turn their interior design professionals toward delivering a
complete building product. I was on this team and the projects were borderline successful
but I did learn numerous applications for high-end materials and became well versed in
working with vendors on custom work. Preservation is composed of historical features and
artifacts that need special attention by professional craftsman.
BJSS Duarte Bryant Architecture, Seattle, WA · 8~99 to 11/00 .
Title: Job Captain
BJSS Duarte Bryant was the first true historic preservation firm that I worked for. I Worked
on higher education projects for Seattle University and Edmonds Community College. The
firm was attuned towards vendors capable of developing custom products and applying
those needs towards historic restoration and rehabilitation. I was impressed by the level of
proficiency in which the firm worked. Between .the higher education projects I developed a
proposal for Fort Lewis Army base. The project involved the rehabilitation of three army -
barracks using the Standards for Rehabilitation by the National Park Service (NPS). We
received the project after competing with two other large preservation firms.
Architectural Design West, Salt Lake City, UT · 2/01 to 2/02
Title: Job Captain
Because of family reasons 1 moved from Seattle to Salt Lake City, Utah. I hope to some day
return to BJSS Duarte Bryant and continuing working on the large preservation projects with
the Seattle Office. At Architectural Design West, I worked on numerous projects and
learned more about project management and construction administration. I worked directly
with contractors to solve problems and clients for project delivery. I wa~ getting close to
finishing my intern credits and I started working full-time on my thesis. The firm downsized
and closed three offices thus laying me off. I started developing numerous drafts for my
thesis professor struggling through correct assessment of preservation projects and working
within the Standards. My professor was not trained in the preservation process and I had to
turn to professionals in the field to help with the research and eventual project completion. I
will discuss specific project details in my graduate degree summary.

Title: Anderson-Ryan House Historian
The Ryan house is one of four stops on a progressive dinner for bus tour groups visiting '
Dubuque. I help with the coordination of caterers and tour guides because the Ryan house
is responsible for the dinner location. I ~vill soon star~ talking with the tour groups about the
specific history of the building.

Title: Documentation work
I have started drawing the Ryan House with the thought of creating HABS drawings for the
Historical Society. On November 7th I will meet with a committee to help focus a long-term
direction for preservation projects and meeting some accessibility code issues. The building
is interesting because it is designed in a similar fashion to Terrace Hill, the governor's
mansion. Some of the same craftsman worked on both projects creating identical
architectural details.
I am working on a set of stairs leading down from Eagle Point Park Overlook to the
Mississippi River. The steps were built approximately 1910 and were partially removed
during th~ toll-bridge onramp expansion in the 1930's. On the bluff, about one hundred feet
of the steps remain in mint Condition after approximately ninety years. A private owner is
proposing a condominium project, with the dimensions of 600' x 40' x 80' tall, that will block
the bluffs of Eagle Point Park and severe the historic connection between the river and the
park. I was quoted in yesterday's Telegraph Herald about the hiStory and I will present a
Powerpoint Presentation on October 20th to the City Council about the history of the steps
and the impor[ance of Dubuque's History.
I have some additional projects drawing existing floor plans and elevations for private
companies that I will not mention.

Thesis: ~Rehabilitatlen of Galena's 1858 Histodc Post Office and Customhouse: For the
Relocation of the Galena-Jo Daviess Historical Society and Museum"
My thesis is the most important piece of my preservation experience. I worked with the
curator of the Galena Historic museum to help formulate program requirements for the
relocation of the museum. I worked with the city to gather information on building code
regulations and specific history from city hall on the lot description and boundary surveys. I
gathered drawings from the United States Postal Service (USPS) from the original drawings
on file at the Smithsonian to small building improvements over the years. I created a
chronological history of the buildings alterations to date. I found articles relating to the
development of the post offices and how it was the first federal building campaign in the
United States. I talked to the Illinois State Historic Preservation Officer to learn about
correct approaches to rehabilitating a historic building and also have sent him a copy of my
thesis. I recently spoke with him and I am sending some of the articles I found to help him
create a landmark district in downtown Galena. My thesis is attached and assembles all the
general information and provides a design proposal for the relocation of the museum.
Galena has a strong,interest in preservation and I hope to work at some future date with
their preservation committee to develop a rehabilitation project.

As a property owner and business proprietor in, and resident of the Jackson Park Historic District
I am faced daily with the problems of economic viability and costs versus benefits of historic
preservation. My long time commilment and experience in the historic preservation field and my
engineering, financial management and leadership experience combine to enable me to analyze
and determine cost versus benefits, economic impact and economic viability of projects and
propose cost effective alternatives to achieve the goals of historic preservation in Dubuque.
