Eagle Point Water Plant Chemical Compound and Roof Addition
Sealed bids were received for the Eagle Point Water Plant Chemical Compound and
Roof Addition Project. Water Department Manager Bob Green recommends award of
the contract to the Iow bidder, Kluck Construction Co., in the amount of $35,848.36,
which is approximately 21% below the Engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION: The purpose of this memorandum is to recommend that the City
Council approve the attached resolutions: Adopting Plans and Specifications and
Awarding the Contract of the renovation and construction of the Chemical Compound
Building at the Eagle Point Water Plant, 1902 Hawthorne Street, Dubuque, Iowa to
Kluck Construction Company of Dubuque, Iowa.
DISCUSSION: This project provides for the renovation of the Chemical Compound
Building located at the Eagle Point Water Plant at 1902 Hawthorne Street, Dubuque,
Iowa. The base bid design for this structure called for it to be built with wood trusses
and asphalt shingled roof. An altemate bid was requested to determine if a steel roof
structure would be more economical than the wood truss system. In comparing the two
it was determined that the steel option did not provide any advantages over the wood
system for the additional cost.
As a result of our review it is our position to proceed with the base bid proposal using
the wood truss and asphalt shingle roof design.
On Thursday, October 9, 2003 Five (5) proposals were received from contractors for
this project. Those results are as follows:

Low bid was submitted by Kluck Construction Company Dubuque, Iowa in the amount
of $35,848.36. The monies needed for this project will come from our Capital
Improvement Project # 340017. The Engineer's estimate for this project was $45,000.
The proposed bid amount is approximately 21% below the Engineer's estimate. The
total budget for this project is $50,000.
RECOMMENDATION: Water Department Staff, it's Consulting Architects Allen and
Urbain and I are recommending with your approval that the City Council accept and
sign the two attached resolutions. Those resolutions being the adoption of the Plans
and Specifications, and authorizing you to sign an agreement with Kluck Construction
Company of Dubuque, Iowa in the amount of $35,848.36. This project is for the
renovation of the Chemical Compound Building located at the Eagle Point Water Plant,
1902 Hawthorne Street, Dubuque, Iowa.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 15th day of September, 2003 plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the
renovation of the Chemical Compound Building located at the Eagle Point Water Plant
at 1902 Hawthome Street, Dubuque, Iowa.
WHEREAS, notice of hearing on plans, specifications, form of contract and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The said plans, specifications, form of contract and estimated cost
are hereby approved as the plans, specifications, form of contract and estimate cost
of said improvement for said project.

AWARD OF CONTRACT
Authorizing the City Manager to execute a contract with Kluck Construction
Company of Dubuque, Iowa for the Chemical Compound Building renovation project at
the Eagle Point Water Plant.
WHEREAS, the Eagle Point Water Plant Chemical Compound Building Project
has been budgeted and
WHEREAS, Kluck Construction Company of Dubuque, Iowa has submitted to
the City an agreement to conduct construction services of this improvement in the
amount of $35,848.36.
WHEREAS, Funds have been legally appropriated for this expenditure.
NOW THEEFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Manager be authorized to execute the agreement for
construction services with Kluck Construction Company of Dubuque, Iowa dated
October 9, 2003 for the renovation of the Chemical Compound Wall and Roof
Replacement Project at the Eagle Point Water Plant.
