Eagle Pt Water Pl ADA RenovatioMEMORANDUM October 13, 2003 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Eagle Point Water Plant ADA Renovation Bid Rejection Water Department Manager Bob Green is recommending that the City Council reject all bids received for the American Disability Act Renovation improvements to the Eagle Point Water Plant. The engineer's estimate for this project was $148,000, and the Iow bid received was $217,072, which is 70% over the engineer's estimate. Staff will be meeting with the consultant engineer, John Allen, to review the proposals and the project, and will be recommending to either re-bid or delay this project until funding is properly secured through the budgeting process. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen, City Manager FROM: Bob Green, Water Department Manager~.~-~ SUBJECT: Eagle Point Water Plant ADA Renovation Bid Rejection Introduction The purpose of this Memorandum and resolution is to request that the City Council reject all bids received for the American Disability Act Renovation improvements to the Eagle Point Water Plant. Discussion This project was intended for the renovation of the Eagle Point Water Plant to be in compliance with the American Disability Act Standards. The project was for improvements to doorways, restrooms and the elevator. The Engineers estimate for this project was $148,000. On Thursday October 9, 2003, four (4) bids were received for this project. The Iow bid of $217,072 was submitted by Kluck Construction and is 70% over the engineers estimate. Recommendation Because of the bid proposals being extremely higher than the monies allocated for this project, I would recommend the rejection of all bids. Action to be taken Staff and I will be meeting with our consultant Engineer, John Allen in review of these proposals and the project. Depending on the results of our review, we will be recommending to either re-bid or delay this project until funding is properly secured through our budgeting process. cc. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That Resolution No. 333-03, Preliminary Approval of Plans and Specifications for the renovation of the Eagle Point Water Plant to American Disability Act Standards Project be rescinded and that said project be re-bid at a later date. We regret the inconvenience that this has caused all those involved.
