The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, indicating that the submitted plat provides six new building lots with access to Oakland Farms Road and constructs a new pdvate street named Freedom Ridge Ddve to County standards width of a 22-foot wide roadway with drainage ditches and a 66-foot wide right-of-way. Staff reviewed the submitted preliminary plat, recommending that the new street be built to City pdvate street standards of a 26-foot wide roadway with drainage ditches, or a 27- foot wide roadway with curb and gutter, and that easements be provided to allow for future extension of City water and sewer. There were no public comments. The Zoning Advisory Commission discUssed the request, noting that it would be many years before the City would annex the property and believed that a 22-foot wide roadway was sufficient to serve the small subdivision. The Commission agreed that easements should be provided to facilitate future extension of City utilities. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request with the condition that the final plat provide necessary easements to facilitate extension of City water and sewer mains. The subject property has rolling topography and generally drains toward the northeast. Proposed Phasing: None. Previous Conditions of Zoning or Plats: None. Dedication of Open Space or Public Amenities: None. Proposed Streets and Grades: Freedom Ridge Drive - 66-foot right-of-way, private street. Conformance with Comprehensive Plan: The City of Dubuque Comprehensive Plan designated the area for rural density residential. Impact of Request on: Utilities: The proposed subdivision is not currently able to be served by City water or sewer. The proposed lots will be served by private septic and well water. Traffic Patterns: Access to the subdivision will be from Oakland Farms Road, which is a county-maintained road with a 66-foot right-of-way. Subdivision Staff Report - Freedom Ridge Subdivision Public Services: County public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impacts to the environment provided adequate erosion control is provided during all phases of grading and development of the subdivision. Adjacent Properties: Adjacent properties would be impacted by a slight increase in the number of vehicle trips along Oakland Farms Road and a small increase in storm water runoff. Recommended Conditions on Plat: (1) That the proposed private roadway be built to City private street standards with either a 26-foot wide paving or 27-foot wide with curb and gutter; and (2) That adequate utility easements are provided to facilitate extension of City water and sewer services to this subdivision in the future. Staff Analysis: The submitted preliminary plat of Freedom Ridge Estates is located in Dubuque County within two miles of the City of Dubuque corporate limits. This area has been designated as a pdmary growth area in the City of Dubuque and Dubuque County fringe area agreement. The primary growth areas are those areas that can be served by existing gravity sanitary sewer service. The submitted preliminary plat provides for the subdivision of approximately 38 acres into six building lots. Five of the lots will have access off of a proposed private street to be named Freedom Ridge Drive. This street is recommended by Planning staff to be constructed to the City's private street standard cf either 26-foot wide with no curb and gutter or 27-foot with curb and gutter. Lot 2 will take direct access from Oakland Farms Road, while Lot I will be served by an access easement from Freedom Ridge Drive. Lot 1 is not anticipated to be built on because of the topography and flood plain conditions. The proposed subdivision will be served by a common well and individual septic systems for each lot. Planning staff is also recommending that as part of the final plat, that adequate utility easements are provided to facilitate the extension of City water and sewer to this subdivision. The City of Dubuque has no immediate plans to annex this area; however, the subject property is able to be served with City utilities, and the easements will significantly reduce the process of connecting these parcels into the City utility systems in the future. In all other respects, the proposed Freedom Ridge Estates Subdivision is in substantial compliance with the City of Dubuque Subdivision Regulations.
