Functional Reclassification of Key West Drive
Public Works Director Mike Koch recommends that parking be prohibited on both sides
of Key West Drive, from Maquoketa Drive to the southerly City limits, and that the
existing stop signs remain. This is consistent with the current signage.
It is also recommended that parking be prohibited on both sides of Rockdale Road from
just south of Fox Drive to Maquoketa Drive, and on both sides of Rockdale Road from
just south of South Grandview to just south of Kehl Court.
Key West Drive, from Maquoketa Drive to the southerly City limits, was recently
transferred from the jurisdiction of the Iowa Department of Transportation to the City of
Dubuque. Since the street is now under the City's jurisdiction, the City must maintain
the street and post the street with the appropriate traffic signs.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed ordinance provides for the prohibition of parking on both sides of
Key West Drive from Maquoketa Drive to the southerly City limits, both sides of
Rockdale Road from just south of Fox Drive to Maquoketa Drive, both sides of
Rockdale Road from just south of South Grandview to just south of Kehl Court.
Another ordinance is provided to add the existing stop signs at the intersection of
Key West Drive and Maquoketa Drive to the City's Code of Ordinances.
DISCUSSION
Key West Drive, from Maquoketa Drive to the southerly City limits was recently
transferred from the jurisdiction of the Iowa Department of Transportation to the
City of Dubuque. Since the street is now under the City's jurisdiction, the City
must maintain the street and post the street with the appropriate traffic signs.
In reviewing these ordinances, it was also determined that minor changes
needed to be made to the existing ordinances relating to parking on Rockdale
Road.
RECOMMENDATION
I recommend that the parking be prohibited on both sides of Key West Drive,
from Maquoketa Drive to the southerly City limits. This is consistent with the
current signage. I also recommend that the existing stop signs remain as they
are currently placed.

ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinances to prohibit
parking on both sides of Key West Drive, portions of Rockdale Road, and to
provide for stop control for southbound traffic on Rockdale Road and Maquoketa
Drive and northbound traffic on Key West Drive and Maquoketa Drive.
ORDINANCE NO. 82-03
ORDINANCE AMENDING SECTION 32-262(d) OF THE CODE OF
ORDINANCES OF THE CITY OF DUBUQUE, IOWA, PROHIBITING
PARKING ON DESIGNATED STREETS OR PORTIONS THEREOF
ADDING A PORTION OF ROCKDALE ROAD AND KEY WEST DRIVE
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF DUBUQUE, IOWA:
Section 1.
That the Code of Ordinances of the City of Dubuque,
Iowa, is amended by deleting from Subsection (d) of
Section 32-262 the following:
Rockdale Road, east side, from Marjo (Quarry) Road
to Fox Ddve.
Section 2.
That the Code of Ordinances of the City of Dubuque,
Iowa, is amended by adding to Subsection (d) of
Section 32-262 the following:
Rockdale Road, both sides, from South Grandview
Avenue to a point one hundred eighty feet (180')
south of Kehl Court and from Maquoketa Drive to a
point six hundred feet (600') south of Fox Drive.
Key West Drive, both sides, from Maquoketa Drive to
the southerly City limit.

SECTION 32-214 THEREOF PROVIDING FOR THE ADDITION OF
STOP SIGNS ON KEY WEST DRIVE AND ROCKDALE ROAD
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF DUBUQUE, IOWA:
Section 1.
That the Code of Ordinances of the City of Dubuque,
Iowa, is amended by adding Rockdale Road and
Maquoketa Drive and Key West Drive and Maquoketa
Drive to Subsection (b) of Section 32-214 thereof as
follows:
