Proclamation_Dubuque Main Street 25th Anniversary
PROCLAMATION
WHEREAS, in 1985 Dubuque city leaders from the private and public sectors looked at a
downtown with a 55% storefront vacancy rate, the result of a rough economy
and lack of commercial diversity in the community; and
WHEREAS, downtown stakeholders and City officials applied to become an urban Main
Street program through the National Trust for Historic Preservation; and
Dubuque Main Street was selected as one of seven pilot organizations; and
WHEREAS, Dubuque Main Street has become the longest standing urban Main Street
program in the country, securing national recognition as a Great American
Main Street Award winner and being named one of three urban pioneer
communities; and
WHEREAS, through many partnerships, Dubuque Main Street has helped lead our
community to realize more than $600 million in downtown building
rehabilitation, new construction, infrastructure improvements and property
investment (82% of these funds invested since 2000), as well as a net gain of
more than 3,600 jobs downtown; and

WHEREAS this week Dubuque Main Street is observing its 25 anniversary celebration
with its annual awards banquet in recognition of many impressive downtown
initiatives.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE
WEEK OF NOVEMBER 1 - 7, 2010 AS
“DUBUQUE MAIN STREET WEEK”
