The main reason for the increase was due to soil conditions that required a wider trench resulting in more backfill and pavement restoration. BACKGROUND The North Fork Catfish Creek Stormwater and Sanitary Sewer Improvements Project — Phase II involved the replacement of 1,595 feet of 12 -inch diameter clay sanitary sewer with 24 -inch diameter ductile iron sewer from Kensington Place, through the Pennsylvania /John F. Kennedy intersection, north to Keystone Drive. DISCUSSION The North Fork Catfish Creek Stormwater and Sanitary Sewer Improvements Project — Phase II was completed by Portzen Construction, Inc. of Dubuque, Iowa, in the final contract amount of $1,052,308.47, which is a 5.5% increase from the original contract amount of $997,168.00. The main reason for the increase was due to soil conditions that required a wider trench resulting in more backfill and pavement restoration. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the contract amount of $1,052,308.47 to Portzen Construction, Inc. for the North Fork Caffish Creek Stormwater and Sanitary Sewer Improvements Project — Phase II. BUDGET IMPACT The summary of costs for the North Fork Caffish Creek Stormwater and Sanitary Sewer Improvements Project — Phase II is as follows: Award Construction Contract $ 997,168.00 $1,052,308.47 Contingency 91,901.46 Engineering 111,091.61 157,864.94 Property Acquisitions 5,000.00 5,643.83 Total Project Cost $1,205,161.07 $1,215,817.24 Final Dubuque NI- AmedcaCl4 11 11 1' 2007 The sanitary sewer portion of the project will be funded from the Fiscal Year 2007, 2008, and 2009 appropriations for the North Fork Catfish Creek Interceptor Upgrade — University Avenue to the Northwest Arterial (CIP #7101802) in the amount of $1,904,250. The stormwater improvements will be funded from the Fiscal Year 2005 appropriation for the Pennsylvania /John F. Kennedy Culvert Improvement (CIP #7201658) in the amount of $169,125. Sanitary sewer improvements associated with all three phases of the North Fork Catfish Creek Stormwater and Sanitary Sewer Improvements Project are eligible for the FEMA Hazard Mitigation Grant Program funds. The City borrowed the balance of funds through the State Revolving Loan Fund (SRF) program and was awarded ARRA stimulus funds through the SRF program in the form of a forgivable loan.
