Housing and Community Development Department Director David Harris recommends
City Council certification to the Iowa Finance Authority for Project Concern's Homeless
Shelter Operating Grant funding. The Iowa Finance Authority requires the City of
Dubuque certify their approval of Project Concern's homeless assistance program.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request the City Council's certification to the
Iowa Finance Authority for Project Concern's Homeless Shelter Operating Grant
(HSOG) funding.
DISCUSSION
Project Concern received a $10,000 Homeless Shelter Operating Grant from the State
of Iowa through the Iowa Finance Authority for July 1st through December 31, 2010.
The funds are used for rental assistance to clients moving out of a shelter and into
permanent housing or to assist clients who have been evicted. Project Concern has
received the HSOP grant for the last eight years and has utilized the funds to assist
numerous homeless families.
The Iowa Finance Authority requires the City of Dubuque certify their approval of
Project Concern's homeless assistance program by signing the attached form.
RECOMMENDATION
The action requested of the City Council is to authorize the Mayor's signature on the
attached form for the Iowa Finance Authority certifying that the City approves of the
Homeless Shelter Operating Grant for Project Concern.
