Van Milligen, City Manager SUBJECT: Invitation for the City of Dubuque to Serve on the Cartegraph Corporation Strategic Advisory Board DATE: October 28, 2010 Cartegraph Corporation has invited the City of Dubuque to participate in the Cartegraph Strategic Advisory Board. Cartegraph is a long -time Dubuque company that creates computer software products for local government. The City of Dubuque uses several of their products. It does not appear that another corporation headquartered in Dubuque is in competition with Cartegraph. Cartegraph is hoping that, "Cities like Dubuque will help us understand the trends in the industry, the implications of the buzzwords like sustainability and transparency, and the changing needs of municipalities because of an increase in outsourcing from government to contractors." Participation would involve attendance at one or two meetings per year. The first meeting will be in Denver, Colorado, in December 2010, in conjunction with the National League of Cities meeting. The City of Dubuque would pay the expense of the participating City employee and Cartegraph would reimburse these expenses. The benefits to the City of Dubuque would be the following: • Annual assessment of current systems and desired outcomes for the future. • Exposure to recommendations regarding new methods and technology. • 50% discount on the purchase of future Cartegraph applications. • Immediate access to the newest version of Cartegraph software. • Learning from other municipal government officials on the Advisory Board. The City of Dubuque is not promising any business to Cartegraph. Normal purchasing policies would still apply. Should the City Council accept this invitation, an employee would need to be appointed to the Advisory Board. Cartegraph has asked that the City Manager be appointed. Should the City Council appoint a different representative, I understand, but if the City Council chooses the City Manager, I would accept the appointment. Michael C. Set to launch in December 2010, in conjunction with the National League of Cities event in Denver, CO, the Cartegraph Strategic Advisory Board (CSAB) is part of an initiative to explore the ways that technology can be used to create better communities now and in the future. As a member of CSAB, the City of Dubuque will serve as a progressive organization who can advise Cartegraph on the longer term vision of government. The City of Dubuque is one of just 12 organizations invited to participate. 1. Cartegraph will hold an annual meeting in the United States to meet with members of the Strategic Advisory Board. Cartegraph will pay for airfare and hotel accommodations for one person from your location to attend this meeting. You are welcome to bring additional participants at your own expense. 2. Members were selected based on their geographic location, interest in developing a work and asset management program at their entity, and willingness to be progressive in their use of technology to create efficiency, accountability, and transparency in relation to work and asset management. 3. The agenda for the annual meetings will vary, but will mainly be a forum for Cartegraph Managers to listen to the current and future needs of its members in relation to work and asset management. 4. Participating members will have access to discounts on software as a result of purchasing new products and their participation on the board, but are not required to receive the discounts if the entity is restricted by law in any way.
