PIEKENBROCK HERBERT ADAMS REPORT OF THE OFFICERS OF THE DUBUQUE PARK COMMITTEE To the Citizens of Dubuque: The committee appointed at a meet- ing of the citizens of Dubuque, held on April 23, 1908, to take charge of the development of a park and driveway system for the city submit the follow- ing report of the work accomplished up to the date hereof. For the purpose of securing a pro- per statement of the receipts and ex- penditures of the committee up to April 6th, 1909, B. W. Lacy, C. H. Eighmey and J. K. Deming, none of whom are members of the park com- mittee, were requested to act as an auditing committee and in that capac- ity to examine the reports of the sec- retary and treasurer, and the vouchers connected therewith and to report to the park committee the results of such examination. Their report and that of the secretary of the park com- mittee are herewith appended. The treasurer's report shows that up to April 6th, 1909, he has receivel in cash and deposited in the Second Na- tional bank the sum of $19,286.31, of which amount, as shown by the sec- retary's report, $46.31 came from pay- ment made by the railroad company for tile broken during transporta, and from stumps removed from the park and sold, the remaining sum of $19,240 being proceeds of cash sub- scriptions. The secretary's report further shows that the sum of $4.75 has been re- ceived without passing through the hands of the treasurer, making the full amount received in cash from sub- scriptions the sum of $19,244.75. In addition to the cash subscriptions there have been made donations in labor and materials to the amount of $370, as shown by the secretary's rep. port. Geo. Schmid, Jr., has generously do- nated a strip of land, 80 feet in width connecting Seventh avenue with the roadway into the park, the cash value thereof being estimated at $200; and this item, with the $370 in labor and materials above mentioned, makes out the item of $570 named in the report of the auditing committee as the amount of donations received. At the time the contract was made for the purchase of the 85-acre tract, Catherine and A. L. Rhomberg do- nated to the park two lots with a frontage of 680 feet on Lincoln avenue and abutting on the 85-acre tract, and also donated 8 acres on the bluff ad- joining the tract subsequently pur- chased from John Finzel, Esq., dona- tions which have proved of great aid in the plans proposed for the develop- ment of the park and driveway at Eagle Point. It thus appears that there has been secured for park and driveway pur- poses at Eagle Point a total of 132 18- 100 acres in addition to the lots do- nated on Lincoln and Seventh ave- nues. Briefly restating the cash receipts and expenditures, they are as follows: Total cash received $19,286.31 Total cash expended 18,939.53 Cash on hand $ 346.78 Subscriptions in money and material not yet paid 344.75 Total $ 691.53 The plans and work done by the committee have not been wholly con- fined to the park and driveway at Eagle Point. Efforts are being made to obtain con- trol over portions of the bluff south of 5th street, in order to keep the same Four covered with trees and shrubbery, thus forming a beautiful background to the city. Encouraging progress is being made in this direction, but the details thereof are not yet perfected and therefore the committee cannot at this date make an accurate statement thereof, but will do so in a subsequent report. Gratitude of Citizens. In conclusion the committee desires to express its hearty thanks to our citizens who have, by their generous subscriptions during the past year, made it possible to secure the ground for a park and driveway, that, when properly improved, will be a credit to the city and a constant and increasing source of pleasure to our people. In order, however, to place these grounds in such conditions that they may be safely opened to the use of our citizens it is necessary that a proper fence should be constructed along the face of the bluff, to prevent accidents that might be fatal in their results. That the entrance roadway into the park should be further improved and at least one general driveway around the 85 acres tract should be laid out and sufficiently improved to permit its use by the public; that a portion of the park should be put in shape to be used for picnic purposes, requiring the erec- tion of retiring rooms, and of a place for shelter against rains, the putting up of racks or posts to which horses may be hitched; the providing seats and tables, etc., etc. That one or more pathways should be constructed for foot passengers giving access to the park at proper_ points; that the trees should be properly trimmed up and the ground generally be cleared of stumps and other obstructions,. and so far as possible the driveway along the bluff should be prepared for use. To meet these essential needs the committee are of necessity compelled to rely upon the generosity of the citi- zens in giving further donations. The park and driveway belong to the peo- ple and to render the same available for the present use of the people, itis necessary that the named work must be done before the park can be safely opened to public use. Must Expend $10,000. 'Po carry out these improvements, it is estimated, will call for an expendi- ture of at least $10,000, and to secure that sum the committee hopefully ap- peal to our citizens, who have shown, by the generous donations given in the past year, their hearty apprecia- tion of the efforts being made to im- prove and beautify our city through the creation and development of a comprehensive system of parks and driveways. The Dubuque Park Committee. April 10, 1909. Dubuque, Iowa, April 8, 1909 The undersigned, who have been asked by the Dubuque Park Commit- tee to audit the statements of the sec- retary and treasurer of said committee showing the receipts and disburse- . ments of said committee, respectfully report: The said statements show the re- ceipt of donations in labor, material and services in the sum of $570.00 and in cash to the amount of $19,286.31, deposited at the Second National bank. That checks drawn by the chairman or vice chairman and secretary of said committee have been exhibited to us in the aggregate sum of $18,939.53 and that the books of said bank show a balance on hand of $346.78. To the Dubuque Park Committee: Gentlemen: -As secretary of your committee I herewith submit the fol- lowing report of the receipts and ex- penditures from the date of the crea- tion of the Dubuque Park committee, April 23, 1908, to April 5, 1909: The several subscription books cir- culated by the committee show that Five up to April 5th of this year there has been paid in cash, upon subscriptions, the sum of $19,244.75, and there has been received the sum of $46.31, bal- ance from rebate paid by the railroad for tile broken and for stumps sold, or in all $19,286.31; that the sum of $570 has been donated in various forms enumerated below, and that $344.75 in subscriptions remains un- paid making a total of $20,205.81. Of this amount it appears that $18,- 939.53 has been expended in cash for real estate, services of civic adviser and landscape architect, ,surveying, grading of entrance road and tileing, stationery, photographs, fence posts, grubbing stumps, etc. Deducting this amount from the to- tal cash receipts, it appears that there is a balance on hand of $346.78. Add- ing to this the $344.75 unpaid sub- scriptions it will be seen that the fund remaining at the disposal of the park committee on April 5th is approx- imately $691.55 . Below will be found an itemized statement. With the ex- ception of $300 paid Jos. Herod for the three -acre tract at Dubuque's Grave and the $10 paid C. M. PIEKENBROCK HERBERT ADAMS REPORT OF THE OFFICERS OF THE DUBUQUE PARK COMMITTEE To to Citizens of Dubuque: The Park Committee appointed at the public meeting held on April 23, 1908, submit the following as a final report of the work accomplished by the Citizens Committee, the control and further development of the Park and driveway system of the City be- ing now devolved upon the Park Com- missioners elected under the provi- sions of the Statute of the State of Iowa, at the City election held April 4, 1910. Reference to the report of this Com- mittee published April 10, 1909, of which a copy was mailed to each per- son who had contributed to the funds of the Committee, show that up to that date the total cash received by the Committee was the sum of $19,- 286.31 out of which had been expend- ed the sum of $18,939.53, leaving a cash balance of $346.78. As shown by the Secretary's report hereto attached, the Committee has received since April 10, 1909 in cash the sum of $10,184.75 making the sum total in the hands of the Committee $10,531.53. In addition to this sum donations to the amount of $489.04 of material, labor and service have been received, as shown by the list thereof attached to the Secretary's report. Of the cash received $10,242.22 has been expended up to this date, leav- ing a cash balance of $289.31, which has been transferred to the Park Com- mission together with the unpaid sub- scriptions amounting to $210.00 of which it is hoped a part at least may be hereafter paid in. The final reports of the Secretary and Treasurer of this Committee, with, the vouchers pertaining thereto have been submitted to an auditing com- mittee consisting of J. K. DEMING HERMAN ESCHEN, HERBERT ADAMS, whose report thereon is hereto ap- pended. As in some instances certain ex- penditures and improvements begun by this Committee have been carried forward and completed by the Com- missioners. It is deemed best, for the information of the public to in- clude in this report a general state- ment of the work done up to this date, without attempting to separate into specific portions, the part that was done by the Committee as dis- tinguished from that done by the Com- mission, the report of the Secretary showing item by item, the expenditure of money, made by the Committee. In order to secure the extension of the Street Car line from Rhomberg Avenue into the Park, several sur- veys were made along the valley ly- ing west of the Park and as a result thereof, it became clearly apparent that the western boundary of the Park should be extended as far as possible to the line of the street passing up the valley and known as Seventh Avenue, so as to secure not only a practicable route for the extension of the street car line, but also to prevent the western slope of the park from being disfigured by the erection of buildings along the eastern side of Seventh Avenue. With this object in view, purchases were made from George Schmid, Jr. of about 200-ft. for the sum of $1,000.00 and William Lawther, of about 900-ft. for the sum of $1,800.00, from Wm. Giese, a lot and house for $1,500.00 and from Chris Braun for $75.00 of a triangular strip abutting on Seventh Avenue and Twenty lying partly in front of the Giese pur- chase, thus bringing the total front- age secured on Seventh Avenue to about 1250 feet. The purchase price thereof has been fully paid and deeds for the same to the City of Dubuque have been executed and properly recorded. As stated in the former report, it was necessary before the Park could be safely thrown open to Public use, that a proper protection should be erected along a part of the River Bluff and this has been secured by the construction of a strong wire fence with fire proof reinforced concrete posts. A division fence has also been extended along the western boundary of the Driveway. The valley road leading into the Park has been improved and a wind- ing carriage way has been carried along the western and eastern boun- dries of the Park with several cross cuts connecting the boundary roads at proper intervals. In order to secure a pathway lead- ing into the Park from the River front, it was necessary to procure from the Eagle Point Lime Works, so much of the premises then owned by that Company as lies north of the narrow water way which intersects the High- way a short distance south of the High Bridge crossing the Mississippi River. By agreement with the Eagle Point Lime Works, an exchange was made, whereby the City secured for Park purposes the desired land, amounting to about one-half acre along the water way in exchange for substantially an equal amount of land south of the water way, and after proper surveys had been made establishing the bound- ary lines as agreed upon, deeds were executed between the City and Eagle Point Lime Works, confirming the terms of the agreement. A rustic pathway with an iron railing for pro- tection was constructed up this val- ley, but the increasing use made of this pathway demonstrated the need of enlarging and improving the same, so that during the present summer the original pathway has been super- seded by a cement structure, which greatly adds to the safety and com- fort as well as to the beauty of this means of access into the Park. A number of acres adjacent to the Valley Road have been set aside for picnic purposes and have been fur- nished with tables and settees, and for the amusement of children, a few swings and tobogan slides have been placed therein, and horse racks have been erected therein and at other points in the Park. In order to secure a supply of wa- ter suitable for drinking, a contract was made with H. Bishop for the sink- ing of a well on the picnic grounds, and on the fourth trial water was struck at the depth of 335 feet. As the extent and permanency of the flow of water could only be determined by experience, it was deemed best to test the same before incurring any large expense in the erection of pumping machinery and to this end a wind mill, afterwards superseded by a small gas- oline engine, with a pump, platform and necessary pipeing were erected at the well and the results of the use thereof during the present summer justify the belief that the supply of water reached by the well will prove sufficient for the present needs of the Park. An underground Cistern of the capacity of 250 barrels has been con- structed near the well on the highest point in the Park, and distributing pipes have been laid therefrom to the Shelter Pavilian and Refreshment stand. For the purpose of affording shelter to the patrons of the Park, in case of rains and wind storms, a commodious and strong Pavilion surrounded by a wide veranda, has been erected com- manding an extensive and beautiful river view, and has been so construct- ed as to be practically fire proof, as are also four toilet or retiring rooms built of cement and erected in dif- ferent parts of the Park. In furtherance of the patriotic pur- poses of their Organization the Du- buque Chapter of The Daughters of the American Revolution erected on one of the prominent points of the Park a lofty steel Flag Staff, donating therewith a beautiful National Banner and the same was unfurled with ap- propriate ceremonies on the 17th day of June 1910. The Commission availed itself of this opportunity to formally declare the Park to be open to Public use, the pleasure of the occasion being greatly Twenty -One enhanced by the appropriate music given by the Dubuque Military Band, who generously donated their services during the entire afternoon. The Committee has from the begin- ning recognized the necessity of se- curing at as early a day as possible, the extension of the street car line into the Park and have aided all the necessary surveys made to ascertain the best route to be followed. An ap- propriation of $2,500.00 has been made by the City Council to be expended in the improvement of a portion of Sev- enth Avenue, so as to fit it for the lay- ing down of the car track and it is hoped the extension of the line will be completed by next Spring, As already stated the cash balance left of the money derived from sub- scriptions has been paid over to the Park Commissioners and the deeds of property and all other papers have been transferred to the Commission and thus, with the filing of this report and its submission to the public, the Dubuque Park Committee passes out of existence. SECRETARY'S REPORT. To the Dubuque Park Committee: Gentlemen: I herewith present a report of the receipts and expenditures of the Du- buque Park Committee for the period April 6, 1909 to August 31, 1910. The several subscription books cir- culated by the Committee show that from April 9, 1909 to August 31, 1910, $10,086.25 has been received in cash; that $489.04 has been donated in vari- ous forms enumerated below, and that $225.00 in subscriptions remains un- paid. Of the amounts received it appears that $10,242.21 has been expended in cash for real estate, buildings, roads and paths, fences, services of archi- tects, etc., etc. (An itemized list is appended.) Deducting this amount from the total cash receipts, it will be found that there is a balance on hand of $289.32. Adding to this the $225.00 unpaid subscriptions it will be seen that the fund remaining at the disposal of the Dubuque Park Committee approximately $514.32. Since its organization in 1908 there has been paid to the Committee in cash subscriptions, $29,331.00 and in donations $1,059.04, or a total of $30,- 390.04. With the exception of $300.00 paid Jos. Herod for the three -acre tract at Dubuque's grave, and $10.00 paid C. M. Robinson for Grandview Avenue advice, all expenditures in this entire period have been made in the name of Eagle Point Park.
