1987 Resolution No. 323-87 calling for an Election to Authorize the Imposition of Local Sales and Services Tax at One Percent effective 4-1-1988_Signed 11-16-1987RESOLUTION NO. 323 -87 RESOLUTION CALLING FOR AN ELECTION TO AUTHORIZE THE IMPOSITION OF A LOCAL SALES AND SERVICES TAX IN THE CITY OF DUBUQUE, IOWA, AT THE RATE OF ONE PERCENT (1%) TO BE EFFECTIVE ON APRIL 1, 1988 WHEREAS, Chapter 422E of the Iowa Code authorizes the imposition of certain local option taxes after an election in which the majority of the electors vote in the affirmative; and WHEREAS, the imposition of a local sales and services tax to provide property tax relief and to provide local financial self-sufficiency would be in the best interest of the City of Dubuque to provide long-term financial stability of both the operating and capital budgets of the City; and WHEREAS, the City Council of the City of Dubuque declares its intent to hold a special election for the purpose of permitting the electorate to pass upon the proposition of imposing ..a one percent (1%) sales and services tax for the City of Dubuque. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the County Commissioner of Elections of Dubuque County is hereby directed to give notice of and conduct a special election at the earliest possible date for the purpose of submitting to the voters of the City of Dubuque the following proposition: "To authorize the imposition of a local sales and services tax in the City of Dubuque at the rate of one percent (1%) to be effective on April 1, 1988." Section 2. That revenues from the sales and services tax are to be allocated in the City of Dubuque as follows: "Fifty percent (50%) for property tax relief." The special purposes for which the revenue shall otherwise be expended are: "Thirty percent (30%) for reduction by at least seventy-five percent (75%) of street special assessments, and maintenance and repair of streets. Twenty percent (20%) for upkeep of City -owned property such as sidewalks, steps, storm sewers, walls, curbs, traffic signals and signs, bridges, and buildings and facilities (e.g., airport, parks, swimming pools, Five Flags Center, library, fire stations, Law Enforcement Center, City Hall); for transit equipment; for river - front and wetland development and for economic development." That the City Clerk is hereby authorized and directed to provide a certified copy of this resolution to the County Commissioner of Elections of Dubuque and Dubuque County and to the County Board of Supervisors of Dubuque County.
