In 1858, the City of Dubuque was being improved by the
Dubuque Central Improvement Company.
The Company, an Iowa Corporation, was duly constituted
and issued promissory notes in the amount of $3.00 each
to stockholders at 10% interest per annum.
I am holding Certificate #8521 still outstanding from the
city of Dubuque (attached copy) and I desire information
as to the current value of this certificate and what
procedure you require to redeem this certificate.

Whereas,City of Dubuque in State of Iowa,did Mch. 3,1855 enter into contract
with Lucius H.Langworthy, C.J.Cummings, Joseph Ogilby, Alexander Anderson,
Timothy Fanning, Alfred McDaniel, James M.Marsh, Benj.F.Wood and. Solon M.
Langworthy for performance ofcertain work in the construction of streets,
levees,etc., in City of Dubuque for said City, and in consideration thereof,
said. City of Dubuque did agree to convey to the persons above named certain
real estate and premises belonging to said City of Dubuque, particularly des-
cribed in said agreement; and said persons above named, with others, have
regularly incorporated thernselves in accordance with laws of Iowa into a
company under the name and style of the Dubuque Harbor Improvement Company;
and said City of Dubuque have accepted and approved the work agreed to be
done by the written contract aforesaid; and the reservations expressed in
said contract have been and are hereby by mutual agreementbetween said. City
of Dubuque and said Dubuque Harbor Improvement Company changed to correspond
with the plat of lands of said Company aparoved by City of Dubuque May 4,
1857; and whereas, above named Langworthy and others have assigned and con-
veyed all their interest in the written contract and the premises therein
described to said. Dubuque Harbor Improvement Company; and the City of Dubu-
que, by written contract with Jesse P.Farley and others of Jan.21,1857 agreed
to sell to said. Farley and others certain real estate and premises lying
South and adjoining the property which said. Dubuque Harbor Improvement Com-
pany are entitled by virtue of their contract of Mch. 3, 1855; and. Whereas,
said Jesse P.Farley and others have regularly incorporated thernselves in ac-
cordance with laws of Iowa into a Company under name and style of the
Dubuque Central Improvement Company; and said. Dubuque Central Improvement
Company have received from Jesse P.Farley and others all interest of said
Jesse P.Farley and others in the said written contract of Jan.20,1857 and
the lands and premises therein described; and the said two companies have
agreed upon a line between them different from the line described in said
written contract respectively for purpose of extending streets, alleys,etc.,
for the greater convenience of the public.
Therefore, in consideration of the premises and of i;12,000.00 paid by the
Dubuque Harbor Improvement Company, the said City of Dubuque does hereby
grant and convey to said. Dubuque Harbor Improvement Company,following prem-
ises, lying and being in said. City of Dubuque in County of Dubuque in State
of Iowa, described and bounded as follows, towit:
Commencing at east line of Lot 512 in City of Dubuque at -a point where the
centre of an alley next south of Sixth Street strikes the said line of said
Lot 512 as per map of said Dubuque Harbor Improvement Company's grounds, ap-
proved May 5, 1857, thence easterly along centre of said alley to the centre
of Tower Street per map aforesaid, thence northerly along centre of Tower
Street to the centre of Sixth Street per map aforesaid, thence easterly in
the direction and along the centre of Sixth Street to the low water line on
the main channel of the Mississippi River, thence northerly along low water
line aforesaid to the south side of Eighth Street per map aforesaid, thence'
Westerly along the south side of Eighth Street aforesaid to northeast corner
of Lot No. 510 in accordance with the United States Government Map of the
Town of Dubuque, thence southerly along the East line of said. Lot 510 to
southeast corner of said Lot 510, thence westerly along south line of said
Lot No. 510 to southwest corner of said Lot 510, thence southerly in a
straight line to the northeast corner of Lot 404, thence southerly along the
east line of said. Lot 404 to southeast corner of Lot 404, thence westerly
along the south line of Lot 404 to southwest corner of Lot 404, thence
southerly in a straight line to Northeast corner of Lot 514 and thence
southerly along east line of Lots 514, 513 and 512 to place of beginning.
Saving and reserving from above sale and conveyance to said. City of
Dubuque a tract of land for a market square, and also a tract of land for a
public square as marked and designated upon map of said. Dubuque Harbor
Improvement Company aforesaid.
Also saving and reserving to said. City of Dubuque all the lots included
in Block No. 18 per map aforesaid. Also Saving and reserving to said. City
a levee 150 feet wide the whole front of aforesaid premises on the main
channel of the Mississippi River as per map aforesaid.
Also saving and reserving to said City of Dubuque the exclusive right to
levy, regulate and collect wharfage upon any part of aforegranted premises
The aforegranted land and premises being subject to all public uses and
easements pertaining to and incumbent on the same.
