To accomplish this annexation, the City also will need to annex a number of smaller properties without the consent of the owners to comply with the State Code and avoid the creation of "islands" of land in the County. Enclosed for your information are copies of the of the applications from landowners requesting voluntary annexation, the legal descriptions of the parcels to be annexed, a map of the territory showing its relationship to the city of Dubuque, and the list of property owners identified by the City of Dubuque. The City of Dubuque matched the legal descriptions from the County Assessor's cards with the legal descriptions used by the City Treasurer's Office. Please verify the accuracy and completeness of the legal descriptions and the current ownership of the parcels involved. Please also provide the City ward and precinct designations for the parcels involved. At this time, I would also request that your office provide notice of any change in ownership that occurs between the date of this letter and November 6, 2003. As we have discussed, the Iowa Administrative Rules contemplate a response from the County Auditor's Office within 14 days.
