Supplemental Certifications
1987 Rental Rehabilitation Entitlement Program
In addition to certifications submitted with revised application dated
June 17, 1987, the City of Dubuque further certifies that (Addendum to
Item 3):
The lower income benefit standard is requested to be reduced to
seventy percent (70%) because:
a. we anticipate applications for some projects which will
require allowance for occupancy by households who are not low
income, and we wish to retain a reasonable margin of error
due to such things as unforeseen changes in neighborhood
rents, failure to complete selected projects due to
unanticipated circumstances, etc.;
b. we wish to minimize displacement of tenants in projects
selected for participation in the program;
c. our experience with the program to date indicates that a
program which meets the one hundred percent (100%) benefit
standard cannot be developed in Dubuque;
We further certify the public has been consulted on this matter
through the City of Dubuque Housing Commission at the public
hearing on Tuesday, June 30, 1987.
