TO THE HONORABLE MAYOR
AND CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA
Gentlemen:
Dubuque, Iowa
August 4, 1952
The undersigned, Dubuque Packing Company, does hereby
offer to contribute to the City of Dubuque, the sum of EIGHTY
THOUSAND (00,000.00) DOLLARS for the express purpose of aid-
ing said city in the construction of its flood protection plan
presently being undertaken by it. Such contribution, however,
is being made upon the following conditions:
(1) Such contribution shall be placed in a separate
fund and shall be used solely and exclusively for the con-
struction of such project.
(2) In the event the electors of the City of Dubuque,
at an election called for such purpose, authorize the issuance
of bonds for the construction and completion of the entire
flood protection plan,as contemplated by said City, includ-
ing the amount hereby contributed, and such bonds are sold by
said City, then said contribution, without interest, shall be
returned to the undersigned.
(3).. In .the event, however,, that said bonds are not
authorized and sold, as aforesaid, then such contribution
shall be retained b'ythe City of Dubuque without obligation
upon its part to return the same or any part thereof, and such
contribution shall, thereupon, be considered and deemed to be
an absolute gift to said City for the purposes herein expressed.
When .and if ,this offer_is duly accepted by the Council of
the City of ;Dubnq40,for the purposes above stated, said con-
tribution will be°de available by the undersigned upon re-
quest of the City. manager.
