Minutes_Community Development Advisory Commission 10 6 10DATE: October 6, 2010 TIME: 5:30 p.m. PLACE: Housing & Community Development Department Historic Federal Building 350 W. 6 Street, Dubuque, Iowa 52001 Chairperson Stubben called the meeting to order at approximately 5:30 p.m., following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Hilary Stubben Paula Maloy, SVM Tom Wainwright Commissioners Absent: Theresa Caldwell Staff Present: Public Present: None Certification of Minutes —7 September 2010 Commissioner Wainwright moved to approve the September 7, 2010 meeting minutes as submitted. Commissioner Michalski seconded. Roll call. All present in favor. Motion passed. Correspondence / Public Input None Old Business None MINUTES OF COMMUNITY DEVELOPMENT ADVISORY COMMISSION MEETING Janice Craddieth Ann Michalski Peter Koshakji David Shaw Aggie Tauke Kris Neyen Jerelyn O'Connor New Business HUD Healthy Homes /Lead Paint Hazard Control Program Aggie Tauke stated that the City is applying for $3.1M from HUD to continue Lead Paint Hazard Control Program, which currently will end in December. She stated the application requires a $180,000 total commitment of CDBG funds during Fiscal Years 2011 -2014 as a match. The Commission is requested to endorse the application and approve a match of CDBG funds in the amount of $180,000 for fiscal years 2011 -2014 ($60,000 per year). Commissioner Michalski moved to endorse the application and approve the CDBG match as requested. Commission Craddieth seconded. Roll call. All present in favor. Motion passed. Proposed Amendment to FY10 and FY11 Annual Action Plans Aggie reviewed the proposed amendments which incorporated obligated funds and remaining FY10 funds into the FY11 Annual Action Plan. The proposed amendments would reduce the following activities: Historic Preservation Rehab Grant by $10,000; Purchase/ Rehab /Resale DREAMS by $4,128; ED Financial Assistance Program by $10,000; Neighborhood Recreation Program by $8,076; Neighborhood Support Grants by $8,693 and City Planning by $6,790. The proposed amendment must be set for public hearing for November 17, 2010. Commissioner Michalski moved to set the public hearing on the proposed amendments to FY10 and FY11 Annual Action Plans for November 17, 2010 in the Housing Conference Room, Suite 312, Historic Federal Building. Commissioner Maloy seconded. Roll call. All present in favor. Motion passed. FY12 CDBG Annual Action Plan Aggie stated that part of the annual plan and budgeting process includes identifying needs and priorities as per the Consolidated Plan. She had previously distributed to the Commission a summary of public service activities for FY10. Commissioner Michalski questioned the number of actual accomplishments vs. proposed accomplishments for various programs. Commissioner Craddieth requested an update on the proposed expansion to the Multi- Cultural Center. The Commission requested that staff contact the agencies that receive CDBG funds for projected budgets, outcomes and accomplishments. They directed staff to research other options for funding public service programs. Information Sharing Aggie stated that in August HUD monitored the Homeless Prevention and Rapid Re- Housing Program (HPRP) funds, resulting in three findings and one concern. She stated that Janet Walker, Assisted Housing Supervisor and herself provided additional training to HPRP administrator, Project Concern to assure future program compliance. Adjournment There being no further business to come before the Commission, Commissioner Shaw moved to adjourn. Commissioner Maloy seconded. Motion passed by voice vote.
