Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $86,000 for Loras College to purchase new studio cameras and a new
production switcher.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PEG Capital Grant Expenditure Request
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY11 with $163,759. Quarterly
payments and interest on the account have added $59,916. Two other quarterly payments of
approximately $50,000 each are expected later this fiscal year. Currently there is a balance to
be awarded of $151,482.
At its meeting on November 2, 2010, the Commission approved a request from the Loras
College for $86,000 to purchase new studio cameras and a new production switcher. The
funding will replace equipment that is approximately 16 years old. Craig Schaefer of Loras
College is cognizant of the high dollar amount of the request and considered making two
separate requests, one for the cameras and one for the switcher. Because of equipment
incompatibility (the new cameras will not work with the old switcher and the new switcher will not
work with the old cameras), acquiring the new equipment separately would mean that the first
purchase would sit in boxes until the second item could be purchased. Historically Loras
College has been one of the biggest suppliers of programming for the shared educational
channel and this equipment will provide countless hours of programming for local cable
subscribers over the years. The application for this request is attached.
On a personal note, I will be unable to attend the City Council meeting on November 15
because of a previous commitment. If the Council has any questions about this request, I will
be glad to address them at the December 6 meeting.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

pieces. We are requesting 3 studio SD /HD cameras and supporting control items (viewfinders, rear lens
control, cables, etc.) We are also requesting a SD /HD production switcher for the studio control room.
Describe how the community will benefit from your request:: As the primary content provider on Channel
17 for many years we are looking to vastly improve the quality of the programming product we can
provide the City of Dubuque. This is the equipment request that will make that possible. In particular, we
will be significantly expanding the abilities of our news and sports programming produced in the studio.
Imagine going live from multiple locations in the city to bring citizen the very latest information. That's
where we are heading. We will be adding new, original studio shows to the lineup featuring the arts and
collegiate information. We will also be expanding our entertainment lineup. Our vision of Channel 17 is
as the Iowa Public Television channel of Dubuque. You put the infrastructure in place for all of this with
the funding of the Channel 17 distribution equipment. We hope you are enjoying the results. Now, we
seek to close that loop with this studio equipment. As SD /HD equipment, this equipment best prepares
us to meet current needs and future needs without repurchasing. As dedicated stewards of every dollar
we have received in the past, we again pledge to make the very best use of our request to benefit the
Dubuque citizenry of all ages.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(the Agreement), dated for references purposes the /7 day of jov K4er ,
20 / n, is made and entered into by and between the City of Dubuque, Iowa
(City) and Loras College.
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I -Net use; and
Whereas, Loras College has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
LORAS COLLEGE AS FOLLOWS:
1. City hereby awards a grant to Loras College in the amount of
$86,000.00 (the Grant).
2. The Grant shall be used solely for the purpose(s) described in
Loras College's application for funding, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras College shall name City as a Loss Payee under Loras
College's property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non - commercial purposes.
6. Loras College shall produce a minimum of 120 minutes of
programming per quarter of the calendar year to air on the shared educational
access channel.
7. All programming produced by Loras College shall air on the shared
educational access channel.
8. Failure by Loras College to abide by the terms and conditions of
this Agreement may result in forfeiture of the equipment and facilities purchased
with the Grant. City shall provide written notice to Loras College of any such
failure and Loras College shall have thirty (30) days in which to correct such
failure. In the event Loras College fails to cure such failure within such thirty (30)
day period, Loras College shall within ten (10) days thereafter return all
equipment and facilities purchased with the Grant and the balance of any Grant
funds remaining to City.
