Van Milligen Masterpiece on the Mississippi TO: FROM: DATE: RE: Michael C. Van Milligen, City Manager Craig Nowack, Cable TV Coordinator( November 8, 2010 PEG Capital Grant Expenditure Request INTRODUCTION The purpose of this memorandum is to forward a recommendation from the Cable TV Tele- Programming Commission to approve a request for funding from the Capital Grant for Access Equipment and Facilities. BACKGROUND The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on June 5, 2005, began FY11 with $163,759. Quarterly payments and interest on the account have added $59,916. Two other quarterly payments of approximately $50,000 each are expected later this fiscal year. Currently there is a balance to be awarded of $151,482. At its meeting on November 2, 2010, the Commission approved a request from the Loras College for $86,000 to purchase new studio cameras and a new production switcher. The funding will replace equipment that is approximately 16 years old. Craig Schaefer of Loras College is cognizant of the high dollar amount of the request and considered making two separate requests, one for the cameras and one for the switcher. Because of equipment incompatibility (the new cameras will not work with the old switcher and the new switcher will not work with the old cameras), acquiring the new equipment separately would mean that the first purchase would sit in boxes until the second item could be purchased. Historically Loras College has been one of the biggest suppliers of programming for the shared educational channel and this equipment will provide countless hours of programming for local cable subscribers over the years. The application for this request is attached. On a personal note, I will be unable to attend the City Council meeting on November 15 because of a previous commitment. If the Council has any questions about this request, I will be glad to address them at the December 6 meeting. RECOMMENDED ACTION I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file, and approve. Thank you. cc: Randy Gehl, Public Information Officer MEMORANDUM Dubuque All- America City '1111 2007 (11/1/2010) Craig Nowack - Online Form Submittal: PEG Fund Grant Application Page 1 From: <support@civicplus.com> To: <cnowack @cityofdubuque. org> Date: 10/29/2010 3:29 PM Subject: Online Form Submittal: PEG Fund Grant Application The following form was submitted via your website: PEG Fund Grant Application Organization Name:: Loras College Address:: 1450 Alta Vista City:: Dubuque State:: IA Zip Code:: 52004 Organization Contact:: Craig Schaefer Email Address:: craig.schaefer @loras.edu Telephone Number:: 563- 588 -7385 Fax Number:: 563 - 588 -7339 Total Amount Requested:: $82,698 Provide a general description of what you are requesting and why:: This request breaks down into 2 pieces.
