INTRODUCTION
The Final Plat of Dubuque Industrial Center North 1 Addition subdivides approximately
160 acres of property into four buildable lots and extends a new public street northward
from Chavenelle Drive.
DISCUSSION
In March 1998, the City Council approved the Planned Industrial District and the
conceptual development plan for Dubuque Industrial Center West. In December 2004,
the City Council approved the second phase of the Dubuque Industrial Center West,
which includes the property included in the attached Final Plat.
The attached Final Plat subdivides approximately 160 acres of property into four
building parcels, and provides for the construction of a new public street to be named
Innovation Drive. The new public roadway will be built to City public street standards
with 37 feet of paving and 75 -foot right -of -way.
RECOMMENDATION
I recommend that City Council approve the submitted Final Plat Dubuque Industrial
Center North 1 Addition as it is in substantial compliance with the City of Dubuque
Subdivision Regulations, and authorize the Mayor and City Clerk to sign on behalf of the
City of Dubuque as owner and as platting authority.

A RESOLUTION APPROVING THE FINAL PLAT OF DUBUQUE INDUSTRIAL
CENTER NORTH FIRST ADDITION IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Dubuque
Industrial Center North First Addition in the City of Dubuque; and
Whereas, upon said Final Plat appear street(s) to be known as Innovation Drive
(Lot B) and Pennsylvania Avenue (Lot D) which the owners by said Final Plat have
dedicated to the public forever; and
Whereas, upon said Final Plat appear access easements to be reserved for the
City of Dubuque; and
Whereas, said Final Plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of Innovation Drive (Lot B) and Pennsylvania
Avenue (Lot D) as they appear upon said Final Plat be and the same are hereby
accepted; and
Section 2. That the access easements for the City of Dubuque as they appear
upon said Final Plat be and the same are hereby approved; and

Section 3. That the Final Plat of Dubuque Industrial Center North First
Addition is hereby approved and the Mayor and City Clerk are hereby authorized and
directed to endorse the approval of the City of Dubuque, Iowa upon said Final Plat.
Section 4. Sidewalk installation shall be the responsibility of the owner of the
property abutting the public right -of -way, as required by City Code 10 -1 -2. The
responsibility shall extend to all successors, heirs and assignees. Sidewalks shall be
five (5) feet in width and installed one (1) foot from the property line.
Section 5. That the final acceptance of all public improvements shall occur
upon certification of the City Engineer to the City Council that all public improvements
have been completed in accordance with the improvement plans and City standard
specifications.

Physical Characteristics: The subject property is located within the City's Dubuque
Industrial Center West. The property has been preliminarily graded and generally
drains to the south. The property lies to the north of Chavenelle Road.

Utilities: Existing utilities can serve this site.
Traffic Patterns: The proposed Innovation Drive will be built to City public street
standards with 37 feet of paving and a 75 -foot right -of -way. The public street will
intersect with Chavenelle Drive and extend to the north. The Plat provides for the
future extension of Innovation Drive to the north.
Public Services: Existing public services are adequate to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment
provided adequate erosion control is provided during all phases of development of
the property.
Adjacent Properties: Adjacent property is primarily used for agricultural purposes
at this time. The area zoned R -2 Two - Family Residential on the west side of the
park does provide for an adequate buffer of this area given the topography
resulting from grading of the park. Planning staff does not anticipate any adverse
impacts to surrounding properties.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted Final Plat of Dubuque Industrial Center North 1 Addition
subdivides an existing portion of the Dubuque Industrial Center West into four new
industrial Tots. A new street, Innovation Drive, will be built to serve the new lots. The
street will be built with 37 feet of paving and 75 -foot right -of -way.

The submitted final plat was not submitted to the Zoning Advisory Commission for
review because the City Subdivision Regulations allow the City Council to approve final
plats without review by the Zoning Advisory Commission when the Final Plat is
consistent with the previously approved conceptual plan /preliminary plat that has been
reviewed by the Zoning Advisory Commission. The submitted Final Plat for the
Dubuque Industrial Center North 1 Addition is in substantial compliance with the
approved conceptual plan for the industrial park as well as the City of Dubuque
Subdivision Regulations.
Planning Services staff recommends that the City Council approve the Final Plat as
submitted as it is in substantial compliance with the City of Dubuque Subdivision
Regulations and authorize the Mayor and City Clerk to sign on behalf of the City of
Dubuque as owner and as platting authority.
