Staff verified that the meeting was being held in compliance with Iowa

CERTIFICATION OF MINUTES:
Ed Swift motioned to certify the minutes from September 16, 2003
meeting as changed. The change is needed for 1611 Main Street ~5, the
extension of time was denied not granted as the minutes state.
Bill Kinsella seconded. Bob Sampson was not present at the September
16, 2003 meeting, abstained from voting. Motion passed 4-0.
ALL DEFICIENCIES AATD MOTIONS ARE IN ACCORDANCE WITH THE DUBUQUE
RESIDENTIAL HOUSING CODE UNLESS OTHERWISE STATED. EXTENSIONS OF TIME

THE FINDINGS OF THE BOARD WERE:
Vern Demmer, owner of 1295 Alta Vista Street, requested a
variance on the living room and front bedroom ceiling
heights. A portion of each room has a ceiling height of less
than 7' where some pipes were boxed out.
Living room - 6'5" 6'10" in boxed out areas and 8'1"
ceiling height in the remainder.
Front bedroom - 6'10" in boxed out areas and 8'1" ceiling
height in the remainder.
The owner is requesting a variance on the natural light and
ventilation of the front bedroom. He plans on installing an
egress window with a sill height of 42". The windows would
be approximately 55" high x 30" wide or 11.45 sq. ft. of
natural light and 5.72 sq. ft. of natural ventilation. The
room would then be 5.14 sq. ft. deficient light and 2.57 sq.
ft. deficient ventilation.
This is a General Housing inspection.

Jake Willey, owner of 1402 Lincoln Avenue, requested a
variance for room size and an extension of time until
October 15, 2003 for chimney cap replacement.
The front right bedroom is deficient minimum room width. The
north bedroom is deficient minimum room width and square
footage.
The front right bedroom is 14'3" x 5'10" equal to 83.12 sq.
ft. floor area. The room has two double hung windows 31"
wide x 53" high, Ceiling height is 9'
The north bedroom is 7'7" x 5'10" equal to 44.23 sq. ft.
floor area. The window is a double hung window, 31" wide x
53" high. Ceiling height is 9'
This appears to have been converted many years ago from a
single family to a duplex. These bedrooms are back to back
and may have been the original 1st floor hall and stairs to
2nd floor.
In order to make rooms wider you would most likely be
removing a bearing wall.
This is a Section 8 Initial inspection.

believe the tenant will be moving soon. The tenant has a
small child and the owners do not wish to proceed with this
until the apartment is empty due to possibility of lead
paint and child's presence.
