PARK AND RECREATION COMMISSION MEETING
Tuesday, October 14, 2003

Staff present: Gil Spence, Pat Prevenas, John Hail and Eileen Trimbie
It was moved by Hoffmann, seconded by Duggan, to approve the minutes of
the August 12, 2003, meeting. The motion passed unanimously.
It was moved by Schrobilgen, seconded by Blocklinger, to approve the minutes
of the September 23, 2003, meeting. The motion passed unanimously.
Manager Spence explained that the pool projects for FY 2005 to FY 2008
remain as approved last year. There are two new items for 2009 - Flora Pool,
repaint filter tank interior and both pools, repaint water slide support structures.
The golf items with the (*) are dependent on the golf renovation project. Mr.
Spence has not talked to City Manager yet about the golf renovation project; he
hopes it can be done sooner than FY 2009, but listed it in that year to start the
process.
Commissioner Blocklinger asked if we can move the decorative roof fence
project forward because the area is an eyesore. Commissioner Daykin asked
if we could put an indoor pool on the same bond referendum as the golf
renovation project. She feels more people would vote for it because families
would vote for the pool part of the referendum.
It was moved by Du,q,qan, seconded by Daykin, Lo approve the Recreation
Division C.I.P. budget a._~s presented by staff, except the decorative roof fenc~
proiect moved forward to FY 2005, The motion passed unanimously.--

BUDGET; VOTE:
Mr. Spence explained that there are not a lot of new projects for 2005. Some
of these projects are ones that were budgeted earlier and moved out of the
five-year plan; now re-submitting them.
More money was added to Pet Park; Forestry addition was eliminated; storage
at McAleece is for tables and chairs from Main Street; skate park at Usha Park
is a concrete one; two new parks are Eagle Valley (between Roosevelt and
Shiras) and Westbrook Park (by Industrial Center West).
It was moved by Hoffmann, seconded by Schrobi ,qen, t_o approve the Park

Recreation Division Manager Pat Prevenas updated commissioners:
Manager Prevenas discussed some of the information on the Recreation
Division Summer Report (may be found as part of the original minutes):
~ swimming pools had average attendance; i~ Recreation Classes (art,
music, drama, etc) numbers were down slightly; did not have some of the
instructors available in the past. ~ Boys' baseball and girls' softball numbers
continue to drop; tennis maintained good numbers; youth golf had another
jump in participants; playgrounds had a good summer; Uptown Recreation
participation was a little better than 2002.
Fall programs: · after school program at Audubon is combined with St. Mark's
- they provide mentoring and we offer recreational programs. · Prescott after
school has 35 registered, almost all new from last year. · We are using Table
Mound School three nights a week for adult basketball program - their new
gym has the 3-point line and bleachers. · Swim lessons are being offered on
Sunday afternoons. · Golf rounds in September took a big hit and were down a
lot from previous years, due to cold temperatures/rain. · After school sports is
operating at nine elementary schools.
Mr. Spence asked to amend the park C.I.P. budget and add two electric
scoreboards for the new middle school; commissioners agreed.

Park Division Manager John Hail informed commissioners:
I, Miller-Riverview Park camping numbers will continue to go up, with bigger
campers and better electrical; pavilion reservations were up from last year,
I, October 26th is the official closing of parks; park rangers will be on duty until
after Halloween. Gates will be open during the day so people will be able to
ride through the parks, and then the gates will be locked at dark. ~ Hillcrest
Family Services is scheduled to begin setting up their festival of lights on
November 1st; bigger than ever this year. I, Irish Fest went well; there were
not near the numbers they were hoping for because it rained on Saturday; they
closed up around 9:00 p.m. and the last band went to the Busted Lift to play.
It was moved by Daykin, seconded by Schrobilgen, that the meeting be
adjourned at 5:05 p.m. The motion passed unanimously.
